I. Case Background: Service Vehicle Procurement Requirement of a Municipal Sanitation Department in Mianyang
In 2025, the Urban Management Bureau of a district in Mianyang (hereinafter referred to as the 'Procuring Party') planned to procure a batch of Foton Fengjing service vehicles to enhance the efficiency of sanitation facility inspections and emergency repairs within its jurisdiction. These vehicles are intended for daily inspections, equipment maintenance, and material transportation. According to publicly released tender information, the project budget was capped at approximately RMB 906,000, with six vehicles to be procured at an estimated unit price of around RMB 130,000. The Procuring Party required the vehicles to feature high reliability, low fuel consumption, and excellent high-altitude adaptability to accommodate partial mountainous operational scenarios in the Mianyang region.
Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli'), a leading domestic manufacturer of special-purpose vehicles, leveraged its Dongfeng chassis resources and transparent pricing system to deliver a comprehensive solution in this tender—and successfully completed vehicle delivery. These vehicles are now in active service at the Procuring Party’s site, with customers reporting overall stable performance. This article analyzes the vehicle selection rationale and configuration highlights from the perspective of engine comparison.
II. Engine Comparison: Differences Among 85 kW / 100 kW / 120 kW Options and Their Application Scenarios
In service vehicle procurement, engine power is a core selection criterion. Based on the Procuring Party’s requirements, Chengli recommended three engine configurations: 85 kW (~115 hp), 100 kW (~136 hp), and 120 kW (~163 hp). All three engines comply with China VI emission standards, yet their applicable scenarios differ significantly. The following comparison is based on Chengli’s product database and parameters published by the Ministry of Industry and Information Technology (MIIT), such as those for model CLW5070GSSD6.
Engine Power | Max Torque (N·m) | Displacement (L) | Fuel Consumption (L/100 km, Combined Cycle) | Applicable Scenario | Chengli Recommended Configuration
85 kW | ~300–320 | 2.8–3.0 | ~10–12 | Urban roads in plain areas; light-load inspection | Dongfeng chassis base version—suitable for routine maintenance
100 kW | ~350–380 | 3.0–3.5 | ~12–14 | Mixed plain–hilly routes; medium-load transportation | Dongfeng chassis standard version—balanced economy and power
120 kW | ~420–450 | 3.5–4.0 | ~14–16 | High-altitude/mountainous areas; heavy-load or emergency operations | Dongfeng chassis premium version—with turbocharging + intercooling system
Note: Above data are derived from Chengli’s official model announcements and industry testing standards; actual fuel consumption may vary depending on driving habits and road conditions.
85 kW Engine: Ideal for urban plain-road operations, such as daily inspections in Mianyang’s main urban area. It offers low fuel consumption (~10–12 L/100 km) and economical maintenance costs, but limited hill-climbing capability—unsuitable for mountainous sections.
100 kW Engine: A balanced choice for mixed plain–hilly terrain. Certain areas of Mianyang (e.g., Youxian District and peripheral zones of Fucheng District) feature gentle slopes; the 100 kW engine delivers sufficient power while increasing fuel consumption by only ~2 L/100 km compared to the 85 kW option—making it a cost-effective solution.
120 kW Engine: Specifically designed for high-altitude or mountainous environments. Surrounding regions such as Beichuan and Pingwu have higher elevations; the 120 kW engine ensures consistent power output via its turbocharged system.
