Government Procurement Case and Bid-Winning Solution Analysis for the New Dongfeng Sewage Treatment Vehicle in Linyi: In spring 2025, a municipal sanitation department (hereinafter referred to as the 'user unit') launched a procurement project for the new Dongfeng sewage treatment vehicle to address river dredging and emergency sewage treatment needs within its jurisdiction. As the fleet management supervisor for this project, I participated throughout the solution evaluation, vehicle model comparison, and final delivery phases. Below, from a managerial perspective and based on real-world data, I share key considerations regarding vehicle selection and operational use. I. Project Background and Requirements Analysis The user unit serves both urban districts and surrounding townships, routinely handling domestic sewage, industrial wastewater, and river sediment. Its aging equipment—no longer compliant with emissions standards and suffering from low efficiency—can no longer meet current environmental protection requirements. The project required procurement of two Dongfeng-chassis sewage treatment vehicles, with a budget capped at approximately RMB 389,000 (per publicly available tender information). Core requirements included: Chassis Compliance: Must meet China VI emission standards to ensure nationwide registration, annual inspection, and commercial operation eligibility. Upfit Flexibility: Must integrate suction, purification, and solid-liquid separation functions to accommodate varying sewage concentrations. Cost-Effectiveness: Low fuel consumption and controllable maintenance costs, suitable for long-term, high-frequency operation. II. Fleet Management Supervisor’s Evaluation: Dispatch Flexibility and Real-World Performance After comparing multiple suppliers, we selected the new Dongfeng sewage treatment vehicle (model reference: CLW5070GSSD6, per official announcement parameters) supplied by Chengli Special Purpose Vehicle Co., Ltd. This vehicle is built on the Dongfeng Dorica chassis and equipped with a vacuum suction + solid-liquid separation upfit system. Following delivery, we conducted a two-month trial operation covering urban sewer manhole cleaning and river silt removal scenarios. Dispatch Flexibility With compact dimensions (overall length ≤ 6 meters), the vehicle easily navigates narrow streets and residential areas. Operators reported that the one-touch control panel significantly simplified suction and discharge procedures, reducing average single-operation time from 40 minutes (with legacy equipment) to 25 minutes. During rainstorm emergency response, the vehicle could be rapidly deployed to designated waterlogged sites, simultaneously performing suction and preliminary purification—boosting overall efficiency by approximately 30%. Prior to delivery, the Chengli team provided comprehensive operator training and committed to lifelong upfit service support. In case of unexpected failures, spare parts are shipped directly within 24 hours, ensuring downtime does not exceed 48 hours. III. Fuel Consumption Monitoring Data To assess cost-effectiveness, we recorded fuel consumption over the first month (20 working days, averaging 6 operating hours per day). Comparative data against peer models (non-Chengli Dongfeng-chassis and Sinotruk-chassis sewage treatment vehicles) is shown below: Vehicle Model | Avg. Fuel Consumption (L/100 km) | Daily Avg. Fuel Consumption (L) | Monthly Fuel Cost (RMB, at RMB 8.5/L) | Notes Chengli Dongfeng Sewage Treatment Vehicle (CLW5070GSSD6) | 12.5 | 75 | ~RMB 12,750 | Includes both unloaded and fully loaded operating conditions Competitor A (Dongfeng-chassis, other brand) | 14.2 | 85.2 | ~RMB 14,484 | Same chassis but heavier upfit Competitor B (Sinotruk-chassis, other brand) | 15.0 | 90 | ~RMB 15,300 | Higher chassis tare weight, resulting in elevated fuel consumption Data Source: Actual operational records and local gas station receipts. The Chengli model demonstrated superior performa
