Government Procurement Case and Bid-Winning Solution Analysis of New Dongfeng Sewage Treatment Trucks in Weifang: Real-World Driver Evaluation In municipal sanitation operations, sewage treatment trucks serve as critical equipment for ensuring urban drainage system functionality and responding to environmental emergencies; their procurement and operational efficiency directly impact frontline service quality. Recently, a municipal sanitation department in Weifang completed the procurement of a batch of new Dongfeng sewage treatment trucks manufactured by Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli'). This article provides an in-depth analysis — from actual drivers’ perspectives and based on the winning bid proposal — covering ease of operation, C-class license usability, daily operational precautions, and common issues, offering practical reference for organizations with similar procurement needs. I. Project Background and Overview of the Winning Bid Solution This procurement was initiated by the Urban Management Bureau of a district in Weifang, primarily intended for sewer manhole cleaning, pipeline unclogging, and emergency drainage operations within its jurisdiction. According to publicly released tender information, six units of Chengli’s new Dongfeng sewage treatment trucks were delivered under this project, model CLW5070GSSD6 (built on a Dongfeng chassis platform). Key configurations include a fully stainless-steel tank, high-pressure cleaning system, vacuum suction system, and automatic discharge device. The unit price is approximately RMB 280,000, with the total budget capped at RMB 1,853,000. As a local manufacturer based in Suizhou, Chengli stood out in this tender process thanks to its zero-inventory delivery capability (standard models delivered within 7–15 days) and nationwide warranty support directly backed by the original chassis manufacturer. According to relevant personnel, all vehicles were delivered in Q3 2025 and are currently deployed across multiple road sections in Weifang for routine operations. II. Driver Perspective: Real-World Operational Experience To assess the actual performance of these sewage treatment trucks, we interviewed two drivers assigned to operate this fleet: Master Li (12 years of driving experience) and Master Wang (8 years of driving experience). Below are their comprehensive feedback—from entering the cab to completing field operations: 1. Cab Visibility and Comfort Master Li remarked: “The cab design feels highly ergonomic right from the start—front windshield visibility is excellent, and A-pillar blind spots are significantly reduced compared to older models, allowing clear sight of pedestrians during turns. The seat features air-cushion suspension, making bumpy roads far more comfortable.” Master Wang added: “The steering wheel has power-assisted steering; despite the vehicle’s gross weight nearing 5 tons, steering remains remarkably light—even one-handed operation is effortless.” 2. Ease of Operation The truck utilizes an original Dongfeng chassis equipped with a 5-speed manual transmission, featuring well-defined gear positions and smooth shifting. Master Li noted: “Gear travel is moderate—new drivers can adapt within two days of practice.
