Procurement case of sludge self-dumping trucks for a municipal sanitation department in Qiqihar: An iterative journey from failure to upgrade. In Northeast China—especially in cities like Qiqihar, where winter temperatures routinely drop below −30°C—the antifreeze performance of sanitation vehicles directly determines operational efficiency. In 2024, a municipal sanitation department procured an initial batch of 24 m³ sludge self-dumping trucks (via public tender) to handle sludge generated by urban wastewater treatment plants and pipeline desilting. However, the first batch performed poorly in winter, prompting a comprehensive requirement upgrade in 2025—and the department once again selected Chengli Special Purpose Vehicles for delivery. This article analyzes the iterative process based on the actual procurement case.
I. First Procurement: Cost-Driven, but Overlooked Extreme Environmental Conditions
In June 2024, the department procured 10 units of 24 m³ sludge self-dumping trucks via public tender (in line with local procurement practices, with a total budget capped at approximately RMB 1.999 million, i.e., ~RMB 180,000 per unit). The chassis selected was a standard domestic diesel chassis from a certain brand, while the superstructure was supplied by another small manufacturer. The vehicles operated normally during summer, but numerous issues emerged after winter onset:
• Difficult starting: Below −25°C, repeated preheating was required; in some cases, open-flame heating of the oil pan was even necessary—significantly delaying dispatch times.
• Hydraulic system failure: Excessively high viscosity of hydraulic oil at low temperatures caused slow or failed dump-body lifting, and even hydraulic hose bursts.
• Seal failure: Although sludge transport vehicles require tight sealing to prevent leakage, low temperatures hardened the rubber seals, resulting in wastewater dripping during transit.
Statistical data from the department’s 2024 winter operations showed an average failure rate exceeding 40% for this batch—meaning at least three vehicles were unavailable daily due to cold-weather failures. This severely impacted sludge removal timeliness and increased maintenance costs.
II. Root-Cause Analysis and Requirement Upgrade
In early 2025, the department re-evaluated its requirements and established new procurement criteria:
• Chassis must be rated for extreme cold: Equipped with cold-start assistance systems (e.g., electrically heated fuel lines, glow plugs), and diesel tanks must feature anti-gelling devices.
• Hydraulic system must be low-temperature compatible: Hydraulic oil must meet −40°C low-temperature specifications, and the system must include either a hydraulic oil heater or a circulation-based thermal insulation device.
• Body sealing and corrosion resistance: Given the high moisture content and strong corrosivity of sludge, the interior of the cargo body must be constructed from stainless steel or coated with corrosion-resistant material; seals must remain flexible and functional down to −40°C.
• Driver cab comfort: Installation of an independent heating system to ensure driver operability under extreme cold conditions.
III. Second Tender: Chengli–Sinotruk Chassis Solution Wins
In April 2025, the department launched a new tender for five upgraded 24 m³ sludge self-dumping trucks (total budget capped at approximately RMB 1.221 million, i.e., ~RMB 220,000 per unit, per publicly available tender information). Leveraging deep market insight into Northern China’s operational challenges, Chengli Special Purpose Vehicles proposed a customized solution built on the Sinotruk HOWO chassis (model ZZ1257N464GF1). Key configuration highlights of this solution are as follows:
Configuration Item | First-Batch Vehicle (Legacy Solution) | Chengli–Sinotruk Upgraded Solution
---|---|---
Chassis Brand | Conventional Domestic Brand | Sinotruk HOWO
Engine Power | 220 HP | 270 HP
Cold-Start Assistance
