In municipal drainage system maintenance, sludge removal is a critical measure for ensuring urban flood prevention and safety. In 2023, the municipal sanitation department of a coastal city launched a special sludge removal project targeting aging urban drainage networks, requiring procurement of dedicated sludge suction vehicles. After multiple rounds of research and tendering, the Dongfeng double-cab blue license plate 3 m³ sludge suction truck was selected. I. First Batch Procurement Experience: Initial Vehicle Selection and Delivery

Per local procurement practices, vehicles were required to be blue license plate models operable with a Class C driver’s license—ensuring flexible scheduling by frontline operators—and to use Dongfeng chassis, guaranteeing convenient access to local service stations for maintenance. The winning model was a Dongfeng double-cab sludge suction truck from a certain brand, with a 3 m³ tank capacity, equipped with a hydraulic grab bucket and high-pressure flushing system, at a unit price of approximately RMB 115,000.
After delivery, the vehicles were deployed primarily for cleaning silt from urban stormwater/sewage pipelines and riverbanks. During initial operation, the three units averaged 8–10 hours of daily working time, generally meeting routine maintenance demands. Feedback from on-site operators indicated good chassis stability and a double-cab design accommodating five personnel—facilitating team-based operations. However, after three months of use, several issues emerged: the hydraulic system exhibited excessive oil temperature after two consecutive hours of high-load operation; grab bucket efficiency fell short of expectations—especially when handling compacted sludge, requiring repeated attempts; and insufficient corrosion protection on the superstructure led to bolt rusting under the coastal salt-fog environment.
II. Identifying Shortcomings: From Field Feedback to Upgraded Requirements
In the second half of 2023, the department held a post-implementation review meeting, summarizing the following key issues:
• Inadequate hydraulic system cooling: Hydraulic oil temperature exceeded 80°C after 1.5 hours of continuous operation, necessitating mandatory cooling stops and reducing operational efficiency.
• Grab bucket prone to jamming: With sandy, high-density sludge, the bucket failed to close tightly, resulting in significant material leakage.
• Insufficient corrosion protection on superstructure: Under the coastal high-humidity environment, localized rust appeared on the chassis frame and tank body—major repairs anticipated within two years.
• Weak wastewater treatment capability: The original high-pressure flushing system merely flushed sludge without separating wastewater, causing muddy runoff across job sites.
Based on these findings, the department explicitly defined upgraded technical requirements for its second procurement round in 2024: mandatory installation of a forced-cooling hydraulic system, reinforced grab bucket, full-vehicle hot-dip galvanized corrosion protection, and integrated wastewater separation functionality. The budget cap remained at approximately RMB 444,000 (per local procurement practice), while retaining the requirements for Dongfeng chassis and blue license plate compliance.
