I. Scenario Introduction: The 'Long-Standing Challenge' of Sewer Cleaning in a District of Yangzhou
In summer 2024, Yangzhou experienced consecutive heavy rainfall, causing poor drainage and manhole overflow in multiple low-lying urban areas. During the flood-prevention summary meeting, the deputy head of the municipal sanitation department of a district in Yangzhou (hereinafter referred to as 'the Department') stated frankly: 'Our existing large-scale vacuum trucks cannot access narrow alleys and back streets; manual cleaning is inefficient. We must procure a batch of flexible, community-accessible small-scale sewer cleaning equipment.' This requirement directly triggered the current procurement project—the Dongfeng double-cab, blue license plate, 3-cubic-meter sewer cleaning truck.
Preliminary internal research by the Department revealed that 3-cubic-meter sewer cleaning trucks on the market are mainly categorized into 'single-row cab' and 'double-row cab' types. Single-row cabs offer limited cabin space and cannot accommodate more than two operators, whereas double-row cabs seat up to five personnel—better fulfilling the 'multi-purpose vehicle' requirement. Ultimately, leadership approved procurement of Dongfeng double-row chassis-based, blue license plate (drivable with C1 driver’s license), 3-cubic-meter capacity sewer cleaning trucks. Based on local 2024 procurement benchmarks for similar vehicles, the budget was set at approximately RMB 120,000–150,000 per unit.
II. Internal Vehicle Selection: Comparison of Three Mainstream Options
The Department’s Equipment Division compiled three candidate models—all built on Dongfeng double-row chassis—with the following parameter comparison (data source: MIIT announcements and Chengli Special Purpose Vehicle product database):

The Department’s Equipment Division focused analysis on three key aspects:
1. Functional Completeness: Option A (Chengli) integrates all three core functions—hydraulic grab bucket (for removing sediment from manholes), high-pressure cleaning (for pipe clearance), and wastewater tank (for sewage collection)—enabling integrated 'cleaning-washing-vacuuming' operations. In contrast, Option B lacks high-pressure cleaning, while Option C lacks a wastewater tank, rendering them incapable of full-cycle integrated operation.
2. Cab Space: Option C accommodates only four persons; additional transport would be required for crew members, increasing hidden operational costs. Options A and B both seat five, offering greater practicality.
3. After-Sales Service: Chengli provides 'nationwide chassis warranty + lifetime upper-structure service', with a commitment to dispatch spare parts within 24 hours—a critical advantage for municipal authorities, where rapid fault response directly impacts flood prevention effectiveness.
