I. Procurement Background and Key Contract Terms
In early 2025, a municipal sanitation department in Jilin Province issued a procurement tender for Ford Transit V362 service vehicles, intended for routine inspections, emergency response, and equipment transportation. According to the public tender notice, the project budget was capped at approximately RMB 435,000, covering two service vehicles. Requirements included compliance with China VI emission standards, original chassis warranty, and lifetime after-sales support for the bodywork. Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli') secured the contract based on its complete official announcement parameters, transparent pricing, and localized service capabilities—and successfully delivered this batch of vehicles.
Key contractual clauses typically include the following core elements:
Vehicle Model and Configuration: Clearly specify the chassis (e.g., Ford Transit V362), engine displacement, wheelbase, and bodywork functions (e.g., storage cabinets, power systems). Referencing Chengli’s official announcement model (e.g., CLW5040XDWJ6 service vehicle), configurations must fully comply with the tender documents.
Pricing and Payment Terms: The total contract price is approximately RMB 380,000 (tax-inclusive landed cost), payable in three installments: 30% advance payment, 60% upon acceptance, and 10% upon expiration of the warranty period. As a direct manufacturer, Chengli offers savings of RMB 8,000–15,000 compared to 4S dealership channels for identical configurations—eliminating intermediary markups.
Acceptance Criteria: Submission of MIIT (Ministry of Industry and Information Technology) vehicle type approval documentation, Certificate of Conformity, and Environmental Compliance List to ensure nationwide registration eligibility, annual inspection compliance, and commercial operation readiness.
II. Agreed vs. Actual Delivery Timeline
The contract stipulates delivery within 35 calendar days from the date of signing—including manufacturing, testing, and delivery to the designated location. Chengli, headquartered at No. 1 Chengli Avenue, Economic Development Zone, Suizhou City, Hubei Province, leverages its local zero-inventory dispatch model: standard models are typically delivered within 7–15 days. However, this batch involved customized service vehicles requiring specialized equipment installation, extending the actual delivery timeline to 28 days—still within the contractual deadline.
The delivery process comprises the following steps: chassis production (Ford Transit V362 chassis shipped from Nanchang to Suizhou) → bodywork modification (installation of storage cabinets, power system, lighting system) → full-vehicle commissioning (road testing, announcement conformity verification) → logistics dispatch (dedicated transport to Jilin). Chengli provides 'original chassis nationwide warranty + lifetime bodywork service', with spare parts dispatched within 24 hours to ensure seamless post-delivery operations.
III. Warranty Period Calculation and Chengli’s Commitments
The warranty period generally commences on the date of successful vehicle acceptance and signing of the handover document. Contractual terms explicitly state:
Chassis Warranty: Ford’s original chassis warranty covers 2 years or 50,000 km—whichever occurs first—with nationwide coverage and service available at any authorized Ford service center.
Bodywork Warranty: Chengli provides 1-year free warranty for the bodywork (excluding consumables such as tires and bulbs); thereafter, lifetime service is offered at cost price only (material cost only). During the warranty period, technical response time does not exceed 48 hours, and spare parts are dispatched within 24 hours.
Warranty Extension: Should delays in repair be attributable to the supplier, the warranty period shall be extended by the number of delayed days.
