I. Project Background: Procurement Plan Driven by Demand for High-Efficiency, Mobile Service Vehicles
In spring 2025, the Urban Management Bureau of a district in Yangzhou City identified high failure rates in its aging fleet of service vehicles during routine inspections and emergency response operations—failing to meet requirements for rapid deployment. Deputy Director Zhang, the bureau’s senior executive, explicitly stated at the quarterly meeting: “We need a batch of highly mobile, flexibly configured service vehicles capable of adapting to diverse operational scenarios—including daily patrols, minor repairs, material transportation, and emergency command.”
The bureau promptly initiated internal discussions, focusing on vehicle model selection, budget control, and supplier qualifications.
After multiple rounds of deliberation, the team shortlisted the Ford Transit V362 chassis. Renowned for its reliable powertrain, comfortable driving experience, and strong customization potential, the V362 chassis is widely used in municipal services, medical emergency response, and other fields. Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as “Chengli”)—a leading domestic enterprise in special-purpose vehicle modification—offers a comprehensive product line of V362-based service vehicles and possesses extensive experience in government procurement, making it the top candidate for evaluation.
II. Model Selection & Budgeting: Precise Alignment from Requirements to Solution
Following local procurement practices, the budget for each vehicle was capped at approximately RMB 281,000–338,000, with a planned order quantity of five units. Mr. Zhang Yue, Chengli’s Sales Manager (Tel: ), provided a detailed technical proposal during initial consultations: utilizing the Ford Transit V362 medium-wheelbase, medium-roof chassis equipped with a 2.0T diesel engine and 6-speed manual transmission, with a wheelbase of 2,933 mm, compliant with China VI emission standards. The modification scope included:
- A partition wall between the driver’s cabin and rear compartment, integrated with an intercom system;
- Customized storage cabinets, workbench, and foldable seats in the rear compartment, accommodating 4–6 personnel;
- Roof-mounted luggage rack and LED searchlight; municipal identification livery applied to bodywork;
- Standard equipment: rearview camera, dashcam, and air conditioning system.
To validate feasibility, the bureau’s technical team benchmarked alternative chassis options—including the Maxus V90 and Iveco Daily—against the V362. Key comparative parameters are summarized below:
| Parameter | Ford Transit V362 (Chengli-modified) | Maxus V90 (Standard Modification) | Iveco Daily (Standard Modification) |
|-----------|--------------------------------------|-------------------------------------|--------------------------------------|
| Engine Displacement / Power | 2.0T / 89 kW | 2.0T / 110 kW | 3.0T / 125 kW |
| Wheelbase (mm) | 2,933 | 3,366 | 3,300 |
| Modified Interior Height (mm) | ~1,400 | ~1,650 | ~1,750 |
| Fuel Consumption (L/100 km) | ~8.5 | ~9.0 | ~11.0 |
| Estimated Total Cost (incl. modification, RMB 10,000s) | ~260–280 | ~240–260 | ~280–320 |
| After-Sales Service Network | Dongfeng Chassis Nationwide Warranty + Chengli Bodywork Lifetime Support | Maxus Authorized Dealer Network | Iveco Authorized Dealer Network |
Ultimately, the team concluded that the Ford Transit V362 offered superior overall value in terms of total cost, modification flexibility, and after-sales assurance—and decided to conduct an on-site factory visit to Chengli.
III. On-Site Factory Visit: Chengli’s Hard Capabilities and Soft Services
In mid-April 2025, a delegation comprising five members—including the bureau’s deputy director and representatives from technical, procurement, and finance departments—traveled to Chengli’s manufacturing facility for an in-depth inspection.
