In 2025, a municipal sanitation department in Zhangzhou launched a service vehicle procurement project to address daily sanitation inspection and equipment maintenance requirements. The project was initiated due to increasingly heavy urban cleaning responsibilities undertaken by the department, severe aging of its existing fleet—particularly evident during the rainy season’s high-frequency operations—resulting in elevated vehicle failure rates and delayed maintenance response. Following an open tender, Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli SPV') was selected to supply its Foton Fengjing service vehicle solution. This article provides an in-depth analysis of the winning solution from three key perspectives: equipment fatigue management, heavy-duty operational design, and adaptability to humid–hot environments.
I. Project Background and Procurement Requirements
The department is responsible for sanitation operations across Zhangzhou’s central urban area and surrounding townships, involving high-load daily operations including:
- Twice-daily inspections along garbage collection routes;
- On-site technical support for breakdowns of water-sprinkling trucks and street-sweeping vehicles;
- Dispatch of sanitation workers and transportation of supplies.
The existing fleet has been in service for over eight years; severe chassis corrosion and aged sealing components have led to interior water leakage during the rainy season, with maintenance costs rising annually.
Procurement requirements focused on the following core criteria:
• High-Frequency Operational Durability: Vehicles must withstand daily travel distances of 150–200 km and continuous operation exceeding eight hours, meeting stringent fatigue management standards.
• Humid–Hot Environmental Adaptability: Located along southern Fujian’s coastal region, Zhangzhou experiences annual average humidity above 75% and a rainy season lasting four to five months. Vehicles must feature anti-corrosion coatings and corrosion-resistant sealing components.
• Heavy-Duty Operational Design: The service vehicle must carry maintenance tools, spare parts, and up to three personnel, with a total payload of approximately 1.5 tons—requiring reinforced chassis and body structures.
• Rapid Response Capability: To address sudden equipment failures, the vehicle must offer high maneuverability and be capable of navigating narrow urban streets and rural roads.
According to publicly released tender information, the project budget was capped at approximately RMB 309,000, with plans to procure two units at an estimated unit price of around RMB 140,000. Ultimately, Chengli SPV secured the contract based on its proven heavy-duty design capabilities, lifetime after-sales service policy, and localized service advantages—successfully delivering two Foton Fengjing service vehicles, now fully operational in Zhangzhou.
II. Bid-Winning Solution Analysis: Heavy-Duty Operational Design of Chengli’s Foton Fengjing Service Vehicle
Chengli SPV’s solution is built upon the Foton Fengjing chassis and features the following customizations tailored specifically to the high-frequency operational characteristics of sanitation authorities:
1. Reinforced Chassis and Powertrain
The solution adopts the Foton Fengjing chassis equipped with a China VI–compliant engine delivering a maximum power output of 118 kW, mated to a 5-speed manual transmission. To meet heavy-duty requirements, the chassis underwent structural reinforcement—including upgrading rear axle load capacity to 2.5 tons and increasing leaf spring count to five leaves—ensuring suspension stability under full passenger and payload conditions.
