In 2025, municipal sanitation departments across Shinan District, Shibei District, Licang District, and Laoshan District in Qingdao identified multiple issues with their aging service vehicles (mostly light-duty passenger vans purchased before 2015), including high maintenance costs, non-compliance with current emission standards (some meeting only China III/IV standards), and low space utilization. To achieve unified management, reduce procurement costs, and improve vehicle utilization efficiency, these four districts jointly decided to adopt a centralized procurement approach for a batch of Foton Fengjing service vehicles—intended for sanitation inspection, equipment transportation, and emergency response.
According to publicly released tender information, the total procurement budget was capped at approximately RMB 5.583 million, with a planned quantity of 30 units. The vehicles were required to meet China VI emission standards, demonstrate high reliability, and offer flexible customization options. The procuring entity was uniformly designated as “a certain municipal sanitation department,” and a third-party tender agency was commissioned to conduct centralized bidding.
2. Formulation of Unified Technical Standards
Prior to tendering, the districts jointly established a technical standards drafting team. Drawing upon MIIT-announced vehicle parameters (e.g., relevant models in the Foton Fengjing series) and Chengli Special Purpose Vehicle Co., Ltd.’s product database, the team defined the following core requirements:
Chassis & Powertrain: Foton Fengjing chassis equipped with a 2.0T diesel engine compliant with China VI emission standards; maximum power approx. 110 kW; peak torque approx. 330 N·m—ensuring fuel economy under urban driving conditions.
Body & Interior Space: Overall body length approx. 5.3 m; wheelbase approx. 3.0 m; interior cargo volume no less than 8 m³—enabling flexible configurations as tool carriers, transport vehicles, or command vehicles.
Standard Equipment: ABS, air conditioning, and rear parking sensors; optional features include in-vehicle communication systems, LED warning lights, and shelving units.
After-Sales Service: Chassis covered by nationwide warranty (Foton OEM); superstructure covered by lifetime service; spare parts guaranteed delivery within 24 hours.
