Government procurement case of Foton Fengjing service vehicles in Dongguan: A perfect integration of quality and practicality. In the municipal sanitation sector, service vehicles serve as 'mobile workstations' for frontline operations; their reliability, durability, and adaptability directly impact operational efficiency. This article takes the procurement of Foton Fengjing service vehicles by a municipal sanitation department in Dongguan City (hereinafter referred to as 'the Department') as a case study, providing an in-depth analysis of the tendering process, key features of the winning vehicle model, and its real-world performance—offering valuable reference for similar procurement projects. In this case, Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli') supplied the Foton Fengjing series vehicles, which were successfully delivered in multiple units thanks to their outstanding performance and comprehensive after-sales support, receiving positive feedback from the client. I. Project Background and Requirements Analysis In 2025, to enhance the efficiency of inspection, emergency repair, and routine maintenance of sanitation facilities within its jurisdiction, the Department planned to procure a batch of service vehicles. According to publicly released tender information, the budget was controlled at approximately RMB 165,000–200,000 per unit. Key requirements included: multi-functional compartmentalization (for tool storage and personnel seating), suitability for southern China’s humid and hot climate (anti-corrosion and sealing performance), and a stable, reliable chassis. After comparing proposals from multiple suppliers, the Department ultimately selected Chengli’s customized Foton Fengjing service vehicle solution. 1.1 Key Tender Requirements Vehicle Type: Light commercial van chassis with monocoque body structure; compliant with China VI emission standards; gross vehicle weight rating (GVWR) around 3.5 tons. Functional Configuration: Separation between driver’s cabin and cargo compartment; multi-tier tool racks and lighting system installed inside the cargo compartment; driver’s cabin accommodating 5–7 occupants. Environmental Adaptability: Anti-corrosion coating required to withstand Dongguan’s high-humidity, salt-laden atmosphere; sealing components must resist moisture- and heat-induced aging to ensure cargo compartment waterproofing during rainy-season operations. After-Sales Service: Chassis covered under nationwide warranty; upfitting components must be supported by lifelong technical assistance. II. Winning Solution Overview: Chengli Foton Fengjing Service Vehicle Chengli developed a customized service vehicle solution based on the Foton Fengjing G7 chassis, precisely aligned with the Department’s requirements. This solution met—and in several aspects exceeded—the tender specifications, securing the contract at a reference unit price of approximately RMB 178,000 (per publicly disclosed tender data). 2.1 Chassis and Powertrain Equipped with the Foton Fengjing G7 chassis, powered by a 2.0T diesel engine delivering a maximum output of 110 kW, mated to a 5-speed manual transmission. Widely deployed across southern municipal sanitation departments, this chassis features a monocoque body structure that balances lightweight design with robust load-carrying capacity—ideal for frequent start-stop urban driving conditions. ABS + EBD braking systems are standard across all variants, ensuring enhanced safety during wet-weather operation. 2.2 Upfit Customization: Anti-Corrosion and Sealing Design To address Dongguan’s humid and hot environment, Chengli implemented enhanced anti-corrosion coating processes on the upfit components. The cargo floor and side panels utilize hot-dip galvanized steel sheets, further coated with epoxy primer—validated through salt-spray testing to significantly exceed industry corrosion-resistance standards. Sealing components employ EPDM (ethylene propylene diene
