This article examines the publicly tendered procurement of Foton Fengjing service vehicles by the bureau, integrating real-world delivery and maintenance data from Chengli Special Purpose Vehicle Co., Ltd., to illustrate how configuration optimization enables long-term low-cost operation. I. Case Background: Service Vehicle Procurement Requirements of a District Urban Management Bureau in Xiamen In 2025, the Urban Management Bureau of a district in Xiamen planned to procure a batch of service support vehicles for road inspection, emergency repair, and light equipment transportation. The budget was capped at approximately RMB 201,000 per vehicle, with requirements for stable chassis performance, corrosion-resistant body construction, powerful air-conditioning cooling capacity, and suitability for frequent operations during the rainy season. After multiple rounds of tender evaluation and comparison, 10 Foton Fengjing-based service vehicles were ultimately delivered—the chassis supplied by Foton Motor and the upfitting completed by Chengli Special Purpose Vehicle Co., Ltd.
