Government Procurement Case Study of Foton Fengjing Service Vehicles in Xiamen: A Comprehensive Analysis from Resale Value to Humid-Heat Environmental Durability
In southeastern coastal regions—particularly in coastal cities like Xiamen—municipal sanitation vehicles must not only perform daily operational tasks but also withstand harsh environmental conditions, including high humidity, high salt fog, and frequent heavy rainfall during the rainy season. Recently, the Urban Management Bureau of a district in Xiamen prioritized two key criteria when upgrading its fleet of service support vehicles: 'resale value' and 'durability under humid-heat conditions.' This article examines the publicly tendered procurement of Foton Fengjing service vehicles by the bureau, integrating real-world delivery and maintenance data from Chengli Special Purpose Vehicle Co., Ltd., to illustrate how configuration optimization enables long-term low-cost operation.
I. Case Background: Service Vehicle Procurement Requirements of a District Urban Management Bureau in Xiamen
In 2025, the Urban Management Bureau of a district in Xiamen planned to procure a batch of service support vehicles for road inspection, emergency repair, and light equipment transportation. The budget was capped at approximately RMB 201,000 per vehicle, with requirements for stable chassis performance, corrosion-resistant body construction, powerful air-conditioning cooling capacity, and suitability for frequent operations during the rainy season. After multiple rounds of tender evaluation and comparison, 10 Foton Fengjing-based service vehicles were ultimately delivered—the chassis supplied by Foton Motor and the upfitting completed by Chengli Special Purpose Vehicle Co., Ltd.
According to publicly available tender documents, the winning bid explicitly specified the following technical requirements:
- Chassis Model: Foton Fengjing G7 (China VI emission standard)
- Body Material: Inner and outer skins made of 304 stainless steel; insulated core layer; full-vehicle anti-corrosion coating applied
- Sealing Components: Heat- and humidity-resistant EPDM rubber sealing strips
- Additional Equipment: Onboard dehumidifier, stainless-steel toolboxes, explosion-proof lighting fixtures
These vehicles were delivered in June 2025 and have been in operation for approximately nine months, successfully enduring two consecutive rainy seasons in Xiamen under high-load conditions.
II. Resale Price After Three Years: Resale Value Determines Total Procurement Cost
Government-procured vehicles typically enter the secondary market after five to eight years of service. Foton Fengjing G7-based service vehicles generally retain 65%–75% of their original value after three years in southern China’s used-vehicle markets (e.g., Guangzhou, Shenzhen, Xiamen). However, vehicles upfitted by Chengli Special Purpose Vehicle Co., Ltd. demonstrate significantly better condition after three years compared to conventionally upfitted counterparts—thanks to comprehensive anti-corrosion coatings and corrosion-resistant sealing components.
Feedback from local Xiamen-based used-vehicle appraisal agencies indicates that Chengli-upfitted Foton Fengjing service vehicles (same age and mileage—approximately 60,000 km) command resale prices of RMB 128,000–130,000, whereas conventionally upfitted vehicles sell for only RMB 95,000–110,000. This translates into an additional residual value recovery of RMB 15,000–20,000 per vehicle after three years. For a fleet of 10 units, this single factor alone reduces fixed-asset depreciation losses by approximately RMB 150,000–200,000.
III. Resale Value Comparison: Key Configurations Determine Residual Value
We compared the resale value performance of Chengli-upfitted Foton Fengjing service vehicles (Model CLW5040XDY), procured by the district Urban Management Bureau in Xiamen, against industry-standard conventionally upfitted vehicles. Data sources include publicly disclosed tender docu
