In Q4 2025, a municipal sanitation department in Taiyuan launched a procurement program for Foton Jingfeng service vehicles, intended for daily inspection, equipment transportation, and emergency response. According to publicly released tender information, the budget was capped at approximately RMB 320,000 per unit, with requirements including:
• Reliable cold-start performance under Taiyuan’s winter low temperatures (down to -20°C);
• Chassis capable of handling mixed terrain—both plains and light high-altitude areas (e.g., surrounding mountainous regions);
• Upper-body hydraulic systems operable stably at low temperatures;
• Full compliance with China VI emission standards to ensure smooth registration and annual inspection.
After multiple rounds of evaluation, Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as “Chengli”) was selected, based on its proven low-temperature adaptation solutions and localized after-sales service support. Chengli delivered three Foton Jingfeng service vehicles to the client. These vehicles have now operated stably under Taiyuan’s winter conditions for over three months. This article analyzes the case from perspectives including engine configuration, fuel consumption, adaptability to both plain and plateau environments, and winter-specific solutions.
II. Engine Comparison: Differentiated Selection Among 85 kW / 100 kW / 120 kW Options
Engine power is a critical factor influencing procurement decisions for Foton Jingfeng service vehicles. Based on MIIT announcement parameters (e.g., model CLW5070GSSD6), Chengli offered three mainstream power options for the Taiyuan project. In this Taiyuan case, the procuring entity ultimately selected the 100 kW engine configuration for the following reasons:
• Taiyuan’s urban area is predominantly flat, yet ~15% of inspection tasks occur in surrounding mountainous zones—100 kW strikes an optimal balance between power and fuel efficiency;
• Under winter low-temperature conditions, the built-in preheating system of the 100 kW engine offers greater reliability than the 85 kW option, eliminating the need for additional preheating equipment;
• The unit procurement cost of ~RMB 274,000 fits comfortably within the overall budget.
