In a southwestern mountainous city like Chongqing, municipal sanitation and public service vehicles face unique challenges — humid and rainy climate, complex terrain, and high-frequency operations. Recently, the urban management bureau of a district prioritized vehicle rust resistance, sealing component durability, and high-load performance during the rainy season when procuring a batch of Foton Fengjing service vehicles. Based on an actual government procurement case participated in by Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli'), this article analyzes the vehicle selection logic behind the winning bid through horizontal parameter comparisons across five mainstream models, providing reference for similar procurement projects.
Background of this procurement project: To enhance road inspection and emergency response capabilities within its jurisdiction, the urban management bureau of a district planned to procure 10 Foton Fengjing service vehicles. The project budget was capped at approximately RMB 2.216 million, with requirements including China VI emission compliance, high reliability, and long-term maintenance support. Following an open tender process, Chengli Special Purpose Vehicle secured candidacy for award based on advantages such as complete official announcements, original-chassis warranty coverage, and lifelong upfitting service. Ultimately, Chengli delivered five units of the Foton Fengjing G7 service vehicle; the remaining five units were supplied by other vendors.
