Traditional single-bid tendering processes are cumbersome; considering anticipated multiple, small-batch procurement needs over the next two years, the department adopted a 'framework agreement procurement' model—selecting qualified suppliers via public tendering for inclusion in the framework, with subsequent orders placed on an as-needed basis. In accordance with local procurement conventions, the budget was controlled at approximately RMB 170,000–227,000 per vehicle, with a total budget of roughly RMB 3.402 million–4.536 million, to be executed over two years. Following qualification pre-screening, technical evaluation, and price comparison, Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli') successfully entered the framework, leveraging its comprehensive after-sales service network, full range of China VI-compliant models, and desert-adapted vehicle solutions.
