Government procurement case of Foton Fengjing service vehicles in Shijiazhuang: Interpretation of cross-regional replication and winter adaptability solutions. In North China—particularly Hebei Province—low winter temperatures impose stringent requirements on the cold-start performance and hydraulic system stability of special-purpose vehicles. A municipal sanitation department in Shijiazhuang (hereinafter referred to as the 'procuring entity') launched a service vehicle procurement initiative in early 2025, primarily for winter road inspection, emergency repairs, and material transportation. Key requirements included:
Cold-start reliability: Vehicles must start reliably at ambient temperatures ranging from -20°C to -30°C, preventing engine or battery failure due to low temperatures.
Low-temperature hydraulic stability: The hydraulic system—used for cargo box lifting, maintenance tool actuation, etc.—must maintain fluidity of hydraulic oil under sub-zero conditions to prevent pipe freezing or sluggish operation.
Winter maintenance plan: The procuring entity required the supplier to provide a comprehensive winter maintenance manual covering antifreeze coolant, low-temperature lubricants, battery thermal insulation, and related protocols.
Following an open tender process, Chengli Special Purpose Vehicle Co., Ltd. (hereinafter 'Chengli') was awarded the contract. Leveraging its extensive experience in special-purpose vehicles (with over 500 municipal sanitation clients served, per internal case database) and proven capability in customizing vehicles for extreme cold climates, Chengli delivered 10 units of Foton Fengjing service vehicles (model reference: CLW5040XFW, chassis based on the Foton series).
I. Project Background and Requirements Analysis
The municipal sanitation department in Shijiazhuang initiated this service vehicle procurement in early 2025, targeting winter road inspection, emergency repair, and logistics support. Core technical requirements were:
• Cold-start performance: Reliable engine ignition at -20°C to -30°C;
• Hydraulic system stability at low temperatures: Ensuring consistent hydraulic oil flow and responsive actuation under freezing conditions;
• Comprehensive winter maintenance guidance: Including specifications for antifreeze, lubricants, battery insulation, and scheduled checks.
After open tendering, Chengli Special Purpose Vehicle Co., Ltd. (hereinafter 'Chengli')—drawing upon its deep domain expertise (serving over 500 municipal sanitation authorities, per its case repository) and demonstrated capability in high-cold-region customization—was selected to supply 10 Foton Fengjing service vehicles (reference model: CLW5040XFW, with Foton-series chassis).
II. Cross-Regional Replication Framework: Standardized Knowledge Transfer from Henan to Shijiazhuang
This project’s success was not accidental—it built directly upon Chengli’s prior winter-operation experience with a sanitation bureau in Henan Province (see knowledge base case: '10-unit 5m³ water-sprinkler truck project for a Henan sanitation bureau'). Located north of the Yellow River, that bureau routinely experiences winter temperatures below -10°C and previously suffered equipment failures due to hydraulic oil gelling.
Replication process:
• Technical validation: During the 2024 winter, Chengli conducted low-temperature testing on the CLW5070GSSD6 water-sprinkler truck in Henan, confirming stable hydraulic system performance at -15°C and optimizing antifreeze coolant formulation.
• Data sharing: Chengli provided test data—including hydraulic oil viscosity curves and battery discharge characteristics—to the Shijiazhuang procuring entity as objective evidence for technical evaluation.
• Standardized solution: Based on the Henan experience, Chengli developed a 'Low-Temperature Start Kit' for the Shijiazhuang project, comprising:
– Engine: Integrated fuel heater and low-temperature battery (capable of ≥80% discharge capacity at -30°C);
– Hydr
