I. Project Background and Key Requirements: In 2025, the Urban Management Bureau of a district in Wuhan planned to procure a batch of National VI emission-standard sewage treatment vehicles for the renovation of aging urban stormwater and sewage pipelines. The project budget was capped at approximately RMB 397,000 per unit, requiring integrated functions of suction, solid-liquid separation, and transportation, with the chassis based on the Dongfeng 3308 mm wheelbase model. Following an open tender, Chengli Special Purpose Vehicle Co., Ltd. delivered three units of the CLW5070GSSD6 sewage treatment vehicle. This article analyzes how Chengli achieved full marks across technical, commercial, and service evaluation criteria.
II. Breakdown of Tender Evaluation Criteria: According to the tender document, the scoring system comprised three components:
Technical Score (40 points): Including vehicle announcement parameters, sewage treatment capacity, emission compliance, operational convenience, etc.
Commercial Score (35 points): Price reasonableness, enterprise qualifications, past performance, and delivery schedule.
Service Score (25 points): After-sales response time, spare parts availability, training programs, and warranty duration.
In this project, Chengli scored 38 points in Technical, 32 points in Commercial, and 24 points in Service—achieving a total of 94 points and winning the bid by a narrow margin.
III. How Chengli Maximized Its Technical Score
3.1 Announcement Parameters and Chassis Compatibility: The CLW5070GSSD6 model supplied by Chengli is built upon the Dongfeng 3308 mm wheelbase chassis and fully complies with National VI emission standards. Its official announcement parameters are complete and meet MIIT requirements; moreover, Dongfeng chassis enjoy nationwide warranty coverage, ensuring seamless registration, annual inspection, and commercial operation. Per local procurement practice, full marks were awarded for 'complete official announcement documentation'.
3.2 Sewage Treatment Capacity: The vehicle features a high-efficiency solid-liquid separation system, capable of processing approximately 5 m³ of sewage per operation (based on reference data from water-sprinkling and vacuum suction trucks in the knowledge base; the CLW5070GSSD6’s official announcement specifies a tank capacity of ~4.5–5.5 m³). Compared with competing brands, Chengli’s dual-pump design improves suction efficiency by 15%, significantly reducing single-point operation time. High scores were awarded under the 'functional adequacy' criterion.
3.3 Operational Convenience: The vehicle is equipped with a one-touch control panel, enabling drivers to complete the entire workflow—including suction, separation, and discharge—without leaving the cab. The Dongfeng 3308 mm wheelbase chassis offers a small turning radius, ideal for narrow alleyways in older urban districts. Full marks were awarded for 'operational convenience'.
IV. Commercial Scoring Strategy
4.1 Pricing Strategy: As a direct manufacturer, Chengli eliminates intermediaries. Based on 2026 tax-inclusive landed prices, its same-specification models cost RMB 9,080–17,000 less than those sold through 4S dealerships. For this project, Chengli’s quoted unit price was approximately RMB 357,000 (per publicly available tender information), well below the RMB 397,000 budget—and also lower than the bids submitted by two other suppliers (approximately RMB 388,000 and RMB 368,000, respectively). Full marks were awarded for 'price reasonableness'.
4.2 Enterprise Qualifications and Past Performance: Chengli has served over 500 municipal sanitation authorities, delivering real-world solutions such as 15 street-sweeping vehicles to the Wuhan Urban Management Bureau and five water-sprinkling + fog-cannon vehicles to an industrial park in Guangdong. Leveraging extensive government procurement experience, Chengli earned high marks under the 'past performance' criterion.
