Government Procurement Case and Bid-Winning Solution Analysis for the Yangzhou Model 3308 Yellow-Plate Wastewater Treatment Vehicle
I. Project Background and Requirements Analysis
In winter 2025, the Urban Management Bureau of a district in Yangzhou City launched a procurement project for a Model 3308 yellow-plate wastewater treatment vehicle to address aging local wastewater treatment infrastructure and low operational efficiency under cold winter conditions. The project budget was capped at approximately RMB 342,000, based on publicly released tender information, aiming to procure a specialized vehicle with high-efficiency wastewater treatment capability and proven adaptability to low-temperature environments. After multiple rounds of evaluation, Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as "Chengli") secured the contract with its proposed solution and delivered one Model 3308 yellow-plate wastewater treatment vehicle built on a Dongfeng chassis. Equipped with a China VI emission-compliant engine, the vehicle’s official model number is CLW5070GSSD6 (per MIIT certification parameters), featuring functions including suction, solid-liquid separation, and purified discharge, with a daily treatment capacity of up to 80 cubic meters—fully meeting local municipal emergency response and routine maintenance requirements.
The customer cited three primary reasons for selecting Chengli: First, as one of China’s largest special-purpose vehicle manufacturers—with an integrated production chain in Suizhou—Chengli guarantees rapid delivery within 7–15 days and full compliance with China VI emission standards, enabling nationwide registration. Second, Chengli offers a comprehensive after-sales commitment: “Original-chassis nationwide warranty + lifetime upper-structure service,” which is especially critical for winter operations in northern regions. Third, Chengli has successfully completed similar deliveries across multiple regions—for example, four cleaning and suction-sewer trucks for municipal authorities in Sichuan—demonstrating extensive field experience.
II. Winter-Operation Optimization: Cold-Climate Maintenance and Low-Temperature Starting Recommendations
To ensure reliable performance of the Model 3308 yellow-plate wastewater treatment vehicle during winter operations, Chengli emphasized freeze protection and low-temperature starting design in its proposal. Below are winter operation recommendations derived from this project:
1. Key Winter Maintenance Practices
Antifreeze and Lubricant Replacement: For regions experiencing extreme low temperatures (e.g., below −15°C), use −35°C antifreeze and low-temperature lubricants to prevent engine starting difficulties. Chengli vehicles are pre-equipped with cold-climate-compatible fluids upon delivery.
Pipe Freeze Protection: Suction and discharge pipelines on wastewater treatment vehicles are prone to freezing and blockage. It is recommended to drain residual water from pipelines during non-operational periods and insulate critical joints using thermal insulation materials. Chengli vehicles feature factory-installed insulation interfaces, facilitating easy installation of electric heat-tracing cables.
Battery and Electrical System Inspection: Low temperatures reduce battery capacity; therefore, regular battery condition checks are essential. Chengli equips vehicles with maintenance-free batteries and recommends customers start and charge the vehicle once every two weeks during winter.
Hydraulic System Maintenance: Hydraulic oil viscosity increases at low temperatures, impairing lifting and suction efficiency. Chengli recommends HV-grade low-temperature hydraulic oil and advises preheating the system for five minutes prior to operation.
2. Low-Temperature Starting Recommendations
Preheating Procedure: Before starting, activate the preheat switch for approximately 10–15 seconds, then initiate engine cranking only after the coolant temperature gauge needle begins
