Several 5–8 ton sewage treatment vehicles previously deployed have been in service for over eight years. Under Hangzhou’s typical subtropical monsoon climate, these aging units are increasingly exhibiting critical issues:
Severe Anti-Corrosion Coating Failure: Hangzhou’s plum rain season lasts 40–50 days annually, with ambient humidity frequently exceeding 80%. Extensive corrosion has occurred at tank-to-chassis connection points and hydraulic pipe joints on aging units; some weld seams have cracked, increasing the risk of sewage leakage.
Poor Sealing Component Durability: In humid and hot conditions, rubber sealing rings and oil seals age significantly faster. Over the past two years, failures of sealing components—causing hydraulic system oil leakage and reduced suction capacity of sewage pumps—have occurred an average of 2–3 times per quarter, resulting in steadily rising maintenance costs.
Inadequate Performance During Rainy-Season High-Load Operations: During summer downbursts, sewage treatment vehicles must operate continuously for 8–10 hours to manage flooding and pipeline blockages. Aging units frequently shut down mid-operation due to insufficient engine power and hydraulic system overheating, compromising emergency response efficiency.
Per local procurement practice, the department launched an equipment replacement procurement plan scheduled for year-end 2025, with a total budget capped at approximately RMB 1.351 million. Three yellow-plate sewage treatment vehicles are planned for purchase, with an individual unit budget of roughly RMB 394,000–450,000. Procurement requirements explicitly specify: suitability for Hangzhou’s high-temperature, high-humidity climate; anti-corrosion treatment; aging-resistant sealing components; and capability to sustain high-load operations during rainy seasons.
II. New Requirements Research Process: From Technical Specifications to On-Site Validation
The procurement team conducted a two-month market research campaign in Q4 2025. They focused on leading domestic special-purpose vehicle manufacturers—including Chengli Special Purpose Vehicle, Zoomlion, and Dongfeng—and referenced MIIT (Ministry of Industry and Information Technology) announcement parameters, particularly those related to tank material, hydraulic systems, and sealing component standards.
During this research, the Hangzhou team paid special attention to the following technical specifications:
Tank Anti-Corrosion Treatment: Internal tank surfaces must be coated with epoxy resin or hot-dip galvanized; external chassis components must undergo electrophoretic anti-corrosion treatment.
Sealing Component Material: Fluoroelastomer (FKM) sealing rings—capable of withstanding high temperatures and oils—are required, along with third-party durability test reports.
High-Load Operational Capability: Engine rated power must be no less than 120 kW; the hydraulic system must be equipped with a forced-air cooling radiator to ensure uninterrupted operation for over eight hours.
Announcement Compliance & Registration: Vehicles must comply with China VI emission standards, possess complete MIIT announcements, and be eligible for normal registration, annual inspection, and road transport permit issuance in Hangzhou.
