I. Case Background: Wastewater Treatment Vehicle Procurement Requirement by a Municipal Sanitation Department in Datong City Recently, the Urban Management Bureau of a district in Datong City, Shanxi Province, planned to procure a batch of wastewater treatment vehicles compliant with China VI emission standards, primarily for urban sewage pipeline maintenance, septic tank cleaning, and emergency sewage discharge operations. Following market research and open tendering, two wastewater treatment vehicles based on the Dongfeng chassis with a 3308 mm wheelbase were delivered. This article uses this case as a starting point to comprehensively analyze public procurement procedures—including official announcement verification, vehicle selection rationale, and cost composition—to serve as a reference for similar procurement projects. Based on publicly available tender information, the project’s total budget was capped at approximately RMB 392,000, with an individual vehicle budget of around RMB 196,000. The procuring entity explicitly required that the vehicles meet China VI emission standards, possess complete and valid MIIT (Ministry of Industry and Information Technology) announcements, be eligible for nationwide registration, and feature integrated capabilities for sewage suction, cleaning, and discharge. Ultimately, the proposal submitted by Chengli Special Automobile Co., Ltd. (hereinafter referred to as “Chengli”) was accepted by the client, and delivery was completed in October 2025. II. Announcement Verification in Government Procurement: Why Is MIIT Announcement Verification Mandatory? In government procurement of sanitation vehicles, official announcement verification is a critical step. According to the ‘Regulations on Motor Vehicle Registration’, all special-purpose vehicles operating on public roads must be listed in the MIIT’s ‘Announcement of Road Motor Vehicle Manufacturers and Products’. Otherwise, license plate registration, annual inspection, and commercial operation permits cannot be processed. Below are the standard steps for announcement verification: Step 1: Visit the official MIIT website (www.miit.gov.cn) and access the ‘Announcement Query System for Road Motor Vehicle Manufacturers and Products’. Step 2: Enter the vehicle model number or chassis model number—for example, ‘CLW5070GSSD6’ (a typical Chengli water-sprinkling truck model) or ‘Dongfeng 3308 mm wheelbase’. Step 3: Verify key parameters listed in the announcement, including overall dimensions, gross vehicle weight, tank capacity, emission standard, and engine model. Step 4: Confirm the announcement’s validity period to avoid purchasing models whose announcements have expired or are about to expire. For the wastewater treatment vehicle in this case—model CLW5070GSSD6, part of Chengli’s CLW series—the MIIT announcement is complete and fully compliant with China VI emission requirements, enabling direct registration in Datong. III. Cases of Fraudulent Announcements: Procurement Pitfalls and Risk Warnings In sanitation vehicle procurement, fraudulent or misappropriated announcements occasionally occur. For instance, a sanitation office in southern China once purchased a batch of ‘sewage suction trucks’. The winning bidder claimed ‘full compliance with official announcements’, yet the actual chassis model did not match the announced one—resulting in failure to obtain license plates. The client ultimately had to re-modify the vehicles, incurring additional costs of approximately RMB 20,000–30,000. Such issues mainly stem from: • Announcement Misuse: Using announcement parameters from other vehicle models instead of the legally approved announcement corresponding to the actual vehicle; • Expired Announcements: Some older models have had their announcements revoked, yet suppliers still promote them at low prices to entice procurement; • Parameter Discrepancies: Actual vehicle specifications—including tank capacity and wheelbase—deviate from those state
