Government Procurement Case and Bid-Winning Solution Analysis for the Dongfeng Yizhan-Style Sewage Treatment Vehicle in Dali Bai Autonomous Prefecture
I. Project Background and Procurement Requirements
Dali Bai Autonomous Prefecture is located in a high-altitude lake ecological sensitive zone, where urban sewage treatment and river channel dredging/maintenance tasks are extremely demanding. In 2024, a district-level municipal sanitation department launched a special procurement initiative to address low efficiency and high transportation costs associated with aging sewage treatment facilities within its jurisdiction. The objective was to procure two specialized sewage treatment vehicles featuring high-efficiency suction/discharge and solid-liquid separation capabilities.
Following multiple rounds of technical evaluation and open tendering, Chengli Special Purpose Vehicle Co., Ltd. was selected as the supplier for its Dongfeng Yizhan-style sewage treatment vehicle (model reference: CLW5180GXWD6). The total project budget was controlled at approximately RMB 1.329 million, with an estimated unit price of around RMB 550,000. Funding was sourced from local government special fiscal funds, consistent with regional procurement practices.
II. Performance Comparison Before and After Deployment
After delivery, the client conducted a six-month operational monitoring period for the two vehicles, comparing performance against the previous model—conventional vacuum tankers combined with fixed treatment stations. Key metrics are summarized below:
Comparison Indicator Previous Model (Conventional Vacuum Tanker + Fixed Station) Dongfeng Yizhan-Style Sewage Treatment Vehicle (CLW5180GXWD6) Improvement
Average Daily Sewage Treatment Capacity Approx. 40 tons Approx. 110 tons +175%
Time per Operation (including transport) Approx. 4 hours Approx. 1.5 hours –62.5%
Required Personnel 6 persons (driver, operators, loading/unloading assistants) 3 persons (driver兼operator ×2, inspector ×1) –50%
Comprehensive Operational Cost per Ton of Sewage Approx. RMB 85 Approx. RMB 42 –50.6%
Equipment Downtime Due to Failure Avg. ~2 days/month Avg. ~0.3 days/month –85%
Source: Internal operation logs and financial accounting reports of the client unit.
III. Operational Efficiency and Staffing Optimization
The previous model required vacuum tankers to first transport sewage to fixed treatment stations, followed by activation of solid-liquid separation equipment—a cumbersome process constrained by site availability. In contrast, the Dongfeng Yizhan-style sewage treatment vehicle adopts an integrated onboard design combining vacuum suction, centrifugal separation, and reclaimed water reuse functions, enabling end-to-end on-site operations: 'suction → treatment → discharge'.
Increased Daily Throughput: Each vehicle achieves an average daily sewage treatment capacity of approx. 55 tons—175% higher than the previous model—primarily due to its ability to access narrow areas such as streets, residential communities, and riverbanks directly, eliminating round-trip transport time.
Optimized Staffing: The previous model required six personnel operating in shifts (1 driver, 2 operators, 3 loading/unloading assistants), whereas the new configuration requires only three personnel (2 drivers兼operators, 1 inspector), reducing labor costs by 50%. According to client feedback, streamlined staffing has also improved management efficiency; operator training duration has been shortened to 7 days for independent operation (previously 15 days).
IV. Operational Cost Reduction Analysis
Cost reductions stem from three main aspects:
Fuel and Maintenance Costs: Equipped with a Dongfeng chassis compliant with China VI emission standards, the vehicle achieves approx. 18% lower fuel consumption per 100 km compared to older chassis models. Additionally, the Dongfeng chassis benefits from over 2,000 authorized service centers nationwide, while Chengli provides lifetime support for the super
