This article uses this case as a benchmark to analyze key stages in government procurement—from tender preparation and technical specification drafting to bid document support—to help both suppliers and procuring entities better understand the process. I. Pre-Tender Preparation for Government Procurement: Needs Assessment and Budget Planning Prior to issuing the tender notice, the municipal sanitation department conducted a two-week on-site survey.
