Government Procurement Case and Failure Rate Analysis of the Dongfeng Yizhan Sewage Treatment Vehicle in Jinhua — An analytical interpretation based on routine operations at a municipal sanitation department in Jinhua. A sewage treatment vehicle manufactured by Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli') has operated stably for nearly three years. Primarily used for emergency pumping, drainage, and preliminary treatment of urban sewage networks, this vehicle has accumulated over 4,000 operating hours since its delivery in 2023. This article objectively analyzes its failure rate, service response time, and medium-to-long-term operational costs, drawing on maintenance records provided by the user unit and integrating insights into Chengli’s after-sales service system and spare parts supply assurance. I. Three-Year Actual Maintenance Records and Fault Type Distribution According to the maintenance log maintained by the user unit from July 2023 to June 2026, the vehicle recorded a total of 17 fault reports. Among these, upper-structure system faults accounted for 7 incidents (41.2%), chassis system faults for 6 (35.3%), and electrical & control system faults for 4 (23.5%). The specific fault distribution is as follows: Upper-Structure System: Includes aging of sewage pump seals (3 occurrences), blockage of self-priming pipelines (2), malfunction of level sensors (1), and hydraulic hose leakage (1). These faults are predominantly associated with high-frequency, high-load continuous operation. Chassis System: Includes oil seepage from transmission seals (2), abnormal gear noise from rear axle (1), brake shoe wear (2), and uneven tire wear (1). Chassis-related faults mainly emerged after cumulative mileage exceeded 80,000 km. Electrical & Control System: Includes burnt-out contactors in the electrical control cabinet (2), abnormal instrument panel display (1), and PLC communication interruption (1). These issues were largely attributable to high ambient humidity and oxidation of electrical connectors. Notably, only five fault reports occurred during the first year (within warranty period); fault frequency increased slightly in the second and third years as the vehicle entered the mid-to-high mileage phase. However, no failures involved critical powertrain components such as the engine or transmission. This reliability correlates closely with the mature technical platform of the Dongfeng chassis adopted by Chengli (model reference: CLW5070GSSD6, per official announcement parameters)—a widely deployed, highly standardized chassis in municipal sanitation applications with strong parts interchangeability. II. Chengli After-Sales Response Speed: Timeliness Tracking from Fault Reporting to Resolution After-sales service response speed is a key performance indicator in government procurement. Per the after-sales service agreement signed between the user unit and Chengli, Chengli commits to: 24-hour response for chassis-related faults via Dongfeng service stations; and 48-hour on-site resolution for upper-structure and electrical faults by Chengli-certified engineers. Actual performance was as follows: Chassis Faults (6 total): Average response time was approximately 18 hours; the longest delay—26 hours—resulted from spare parts logistics. For instance, transmission oil leakage was repaired within 14 hours of reporting, supported by Dongfeng’s nationwide extended warranty network. Upper-Structure & Electrical Faults (11 total): Chengli engineers consistently arrived on site within 48 hours, averaging 32 hours per incident. For example, when replacing a sewage pump seal, an engineer arrived 30 hours post-report carrying a pre-stocked complete pump assembly, completing the replacement in just two hours. Emergency situations...
