I. Background of Framework Agreement Procurement
As a major industrial city in Northeast China, Daqing faces mounting pressure in municipal pipeline maintenance and wastewater treatment. At the end of 2024, the city’s municipal sanitation department launched the 'Sanitation Vehicle Framework Agreement Procurement Project', covering multiple vehicle types including water-sprinkling trucks, sewage suction trucks, and wastewater treatment vehicles. According to local procurement practice, the framework agreement has a two-year validity period, aiming to determine a qualified supplier list via a single tender, followed by demand-driven purchase orders. II. Shortlisting Process and Technical Requirements
The framework agreement shortlisting evaluation consisted of two stages: 'Qualification Pre-screening' and 'Technical & Commercial Evaluation'. During qualification pre-screening, all bidders were required to submit supporting documents such as business licenses, MIIT-approved technical parameters, and records of similar projects completed over the past three years. Chengli submitted five cold-climate-adapted models selected from its database of 946 products; among them, Dongfeng-chassis models were highlighted due to their superior low-temperature performance and ease of maintenance.
During the technical and commercial evaluation stage, the review panel focused on the following criteria:
• Chassis Adaptability: Dongfeng chassis enjoys high market penetration in Northeast China, ensuring ready availability of spare parts and featuring proven cold-start systems.
• Superstructure Configuration: Wastewater treatment vehicles must integrate vacuum pumps, wastewater separation tanks, and high-pressure cleaning equipment. Chengli’s solution features stainless-steel tanks (thickness ≥ 4 mm) with corrosion resistance rating C4.
• Emission Standards: All units comply fully with China VI standards, meeting Daqing’s environmental requirements.
