I. Case Background: Pitfalls Encountered During Initial Procurement
A municipal sanitation department in Changde (hereinafter referred to as “the unit”) procured its first wastewater treatment vehicle in 2023. Due to insufficient understanding of specialized vehicle technical specifications, it selected a low-cost model from a certain brand.
