Zhoukou Dongfeng Sewage Treatment Vehicle Government Procurement Case: In-depth Interpretation of the Winning Bid Proposal and Configuration Pitfall Avoidance Guide. Recently, a municipal sanitation department in Zhoukou City, Henan Province, conducted a public tender for a batch of Dongfeng-chassis sewage treatment vehicles. The project budget was approximately RMB 3.088 million, with plans to procure eight special-purpose vehicles for emergency response and routine maintenance of urban sewage pipelines. After multiple rounds of evaluation, Chengli Special Purpose Vehicle Co., Ltd. won the bid with a per-unit proposal of approximately RMB 345,000 (based on publicly available tender information). The vehicles are now entering the delivery phase. This case is not isolated. In government procurement, sewage treatment vehicles—due to their high technical threshold and complex configurations—are often hotspots for 'bundled package' pitfalls. Many suppliers attract buyers with low-priced packages, yet cut corners on critical components such as tank material, pump power rating, and electronic control systems—leading to frequent failures and low treatment efficiency during later operation. Taking the Zhoukou project as a starting point, this article systematically dissects common bundled pricing tactics and provides a practical, actionable method for identifying and avoiding such pitfalls. I. Common Bundled Pricing Tactics in the Market In the procurement of special-purpose vehicles—including sewage treatment vehicles, water sprinklers, and vacuum suction trucks—suppliers frequently promote 'value-added packages' or 'standard configuration kits'. Though seemingly cost-effective, these packages often conceal hidden issues. The following three tactics are most representative: Tactic 1: Low-price Package + High-cost Optional Equipment Suppliers quote a package price 15–20% below the market average to entice procurement entities into signing contracts. However, upon delivery, they inform buyers that 'the standard configuration excludes the sewage separation system' or 'the standard tank is made of ordinary carbon steel (prone to corrosion)', requiring additional payment for core components such as stainless-steel tanks or automatic control cabinets. As a result, the final total cost ends up RMB 17,000–33,000 higher per unit than transparently quoted prices. Tactic 2: Vague Technical Parameters — Substituting Inferior for Premium Components The package only states generic terms like 'high-quality hydraulic pump' or 'brand-name motor', without specifying exact models or brands. During actual assembly, non-standard or low-end products may be used—for example, the CLW5070GSSD6 model (per Chengli’s published technical specifications) requires a hydraulic pump with a rated pressure of 20 MPa; however, low-cost packages may install only a 12 MPa pump, resulting in insufficient suction depth and reduced operational efficiency. Tactic 3: Falsified Announcement Parameters — Hindering Vehicle Registration To reduce costs, some suppliers submit announcement parameters (e.g., tank capacity, engine power output) inconsistent with the actual vehicle. Upon receipt, purchasers encounter difficulties registering or passing annual inspections at traffic management authorities—and may even face penalties for 'illegal modification'. All Chengli Special Purpose Vehicle models carry complete national type-approval certifications (e.g., CLW5180GSSD6), ensuring nationwide registration eligibility. II. How to Identify and Avoid Package Pitfalls: A Four-Step Verification Method Based on practical experience from the Zhoukou project and feedback from over 500 municipal sanitation clients served by Chengli, we have developed the following four-step verification method to help procurement entities quickly distinguish quality offerings from substandard ones: Step 1: Request a Complete Configuration List — Reject Ambiguous Descriptions Require suppliers to provi
