Case Background: From 'Winter Shutdown' to 'All-Weather Operation' — A Procurement Decision. In early 2024, a municipal sanitation department in Changchun listed 'sewage treatment vehicles' as a key procurement item in its annual equipment upgrade plan. Previously, the unit’s aging equipment frequently experienced difficulties starting, hydraulic system jamming, and pipeline freezing at -30°C during winter—reducing sewage transfer efficiency by approximately 40%. At the first scheduling meeting, newly appointed Director Wang decisively stated: 'This procurement must resolve reliability issues under low-temperature conditions; otherwise, even the cheapest vehicle is useless.' After conducting on-site research across five urban districts and three industrial parks in Changchun, the unit finalized its procurement requirements: purchase three sewage treatment vehicles, with a budget capped at approximately RMB 917,000; chassis must be Dongfeng-branded (for ease of local maintenance); upper-body equipment must feature freeze-resistant startup capability, hydraulic system stability at low temperatures, and a comprehensive winter maintenance program. Following open tendering and field inspections, Chengli Special Purpose Vehicle Co., Ltd. successfully delivered the vehicles. This article comprehensively reconstructs this government procurement case—from requirement definition and model selection evaluation to delivery, commissioning, and leadership feedback.
I. Requirement Definition: Three Key Questions Set the Direction
In March 2024, Director Wang raised three critical questions during an internal meeting: 'First, can our vehicle start instantly at -30°C? Second, will hydraulic oil solidify at low temperatures? Third, if freezing damage occurs, how long will repairs take?' These questions directly addressed core operational challenges faced during Changchun winters.
During internal discussions, Chief Engineer Liu from the Technical Division supplemented with data: over the past three years, seven incidents of sewage overflow caused by equipment failure occurred during winter, resulting in direct economic losses exceeding RMB 300,000. Public tender information further indicated that ordinary sewage treatment vehicles procured by other local agencies suffered winter failure rates as high as 15–20%. Consequently, the technical tender document explicitly required: 'Engines must be equipped with intake preheaters; hydraulic systems must use low-temperature hydraulic oil; and a dedicated winter maintenance manual must be provided with each vehicle.'
After two rounds of screening, Chengli Special Purpose Vehicle’s proposal attracted attention from the procurement team. Chengli Sales Manager Zhang Yue (Tel: ), during initial contact, did not rush to quote but instead provided complete official parameters for the CLW5070GSSD6 model and highlighted Chengli’s 'Northeast Winter Enhancement Package'—including engine preheaters, insulated low-temperature hydraulic tubing, and upgraded chassis antifreeze solutions. This 'technology-first, then commercial' communication approach helped establish initial trust with the procurement team.
II. Model Selection & Field Inspection: On-Site Visit to Chengli’s Manufacturing Facility
In April 2024, Director Wang led a five-member delegation to Chengli Automobile Industrial Park in Suizhou, Hubei Province, for an on-site inspection. Key inspection items included:
Chassis Compatibility: Chengli offers multi-brand chassis—including Dongfeng, Sinotruk, and Foton—but specifically recommended Dongfeng series for Changchun’s climate. During the visit, the delegation observed a Dongfeng DOLICA chassis undergoing assembly, already fitted with an intake preheater and low-temperature starting battery; real-world testing confirmed reliable startup at -35°C.
