Case Study: Joint Procurement of Dongfeng D6 Blue-Plate Sludge Tipper Trucks by a Municipal Sanitation Department in Dalian. In the Dalian region, winter low temperatures impose stringent requirements on specialized vehicles’ freeze-resistant starting performance and hydraulic system stability. Recently, municipal sanitation departments across multiple districts and counties under Dalian City jointly launched a centralized procurement project for Dongfeng D6 blue-plate sludge tipper trucks (3 m³) to replace aging sludge transport vehicles. Based on publicly available tender information and Chengli Special Purpose Vehicle’s supply case, this article provides a detailed analysis of the technical specifications, tender process, and solution advantages of this procurement. I. Background of Joint Procurement: Multi-District Coordination to Address Winter Operational Challenges Dalian’s winter temperatures frequently drop below −10°C. Conventional sludge tipper trucks often experience difficulties such as hard cold starts, hydraulic oil solidification, and frozen piping under such low-temperature conditions—severely impacting daily sludge collection and transportation efficiency. To address this, a municipal sanitation department led a joint procurement initiative involving three adjacent subdistrict environmental maintenance units. The target vehicle was a 3-m³ blue-plate sludge tipper truck, primarily intended for septic tank cleaning and sludge transport from residential communities and municipal sewer networks. Key Procurement Requirements: • Vehicles must demonstrate excellent freeze-resistant starting capability, ensuring successful single-start operation at −15°C. • The hydraulic system must use low-temperature-resistant hydraulic oil to guarantee smooth cylinder actuation under cold conditions. • The complete vehicle must comply with China VI emission standards, enabling normal registration and annual inspection within Dalian city limits. • Budget control: approximately RMB 114,000–148,000 per unit (based on local procurement conventions). II.
