At the end of 2025, a municipal sanitation department in Ma'anshan City (hereinafter referred to as the 'Procuring Entity') issued a procurement notice for sludge transport vehicles, requiring three blue-plate sludge tipper trucks primarily for transporting sludge following urban drainage network desilting operations. The project budget was capped at approximately RMB 1.035 million, with an estimated unit price of around RMB 300,000, based on publicly available tender information. Ultimately, Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli') won the bid with its specialized model built on the Dongfeng D6 chassis and featuring a 3-m³ body, delivering three units. Customer feedback confirms reliable performance in actual operation. This article provides an in-depth analysis of the tender process, technical compliance, commercial strategy, and after-sales support for this case—particularly focusing on the special requirements imposed by Ma'anshan’s winter climate, including cold-weather engine starting and hydraulic system stability at low temperatures.
I. Key Requirements in the Tender Document
Based on publicly released tender information, the Procuring Entity specified concrete and stringent requirements for the sludge tipper trucks, aiming to ensure reliability under harsh operating conditions, environmental compliance, and operational cost-efficiency.
Vehicle Type and Chassis: Vehicles must be blue-plate models to simplify driver licensing requirements (C1 license sufficient); the chassis must be from the Dongfeng D6 series and comply with China VI emission standards, ensuring normal registration, annual inspection, and commercial operation in Ma'anshan and surrounding areas.
Body Capacity and Material: Effective body capacity must be 3 m³, constructed from high-strength, corrosion-resistant stainless steel to prevent degradation caused by acidic or alkaline components in sludge, thereby extending service life.
Sealing and Leak Prevention: The rear door must incorporate a hydraulic locking sealing mechanism to guarantee zero leakage or secondary pollution during transportation, meeting environmental regulatory requirements.
Freeze Protection and Hydraulic Stability: Winter temperatures in Ma'anshan can drop below –10°C; therefore, vehicles must feature a cold-start system (e.g., preheating devices) and include heating or antifreeze measures for the hydraulic oil circuit, ensuring full hydraulic functionality—including lifting and unloading—at temperatures as low as –15°C and preventing hydraulic fluid solidification-induced failures.
