Government Procurement Case and Bid-Winning Solution Analysis for the Dongfeng D6 Blue License Plate, 3-Cubic-Meter Sludge Tipper Truck in Suzhou — 2025. In response to urban sludge transportation demands, a district Urban Management Bureau in Suzhou City, Jiangsu Province, conducted an open tender for a batch of blue license plate sludge tipper trucks. After multiple rounds of evaluation, Chengli Special Purpose Vehicle Co., Ltd.’s Dongfeng D6 chassis-based 3-cubic-meter sludge tipper truck solution was selected. This article uses this case as a starting point and, against the backdrop of the China VI emission standard transition, provides an in-depth analysis of the procurement process, solution design, and subsidy strategies—offering practical reference for sanitation authorities.
I. Policy Background of the China VI Transition: Environmental Standards Upgrade Driving Procurement Transformation
Effective July 1, 2023, the nationwide implementation of the China VIb emission standard became mandatory for all light-duty vehicles—including those manufactured, imported, sold, or registered. For sanitation vehicles—especially specialized sludge transporters—the China VI standard imposes stricter limits on nitrogen oxides (NOx) and particulate matter (PM) emissions from diesel engines. According to publicly available policy documents, China III and older diesel vehicles have been mandatorily phased out in many regions; China IV vehicles face driving restrictions in certain cities; while China V vehicles remain operational, their residual value has declined significantly, and further regulatory constraints are anticipated.
As a core city in the Yangtze River Delta, Suzhou enforces environmental policies rigorously. The district Urban Management Bureau explicitly stipulated in its tender documents that all vehicles must comply with the China VIb emission standard and be equipped with original-equipment after-treatment systems (e.g., DOC + DPF + SCR). This requirement effectively disqualified numerous outdated inventory models, prompting the procuring entity to select established manufacturers such as Chengli—whose products feature complete official announcements and proven technical maturity.
II. Timeline for Phasing Out Older Vehicles: Why Choose a Blue License Plate, 3-Cubic-Meter Model?
Sludge tipper trucks are primarily used to collect and transport sludge from wastewater treatment plants, septic tanks, and sewer networks. Their operating environment places unique demands on vehicle maneuverability, payload capacity, and regulatory compliance. Local procurement practice favors blue license plate vehicles (gross vehicle weight ≤ 4.5 tons), as they can be operated with a Class C1 driver’s license, are exempt from driving restrictions, and enjoy convenient access to urban areas—making them the preferred choice for small- and medium-scale sanitation projects. A 3-cubic-meter capacity aligns well with typical daily collection frequency, minimizing risks of underloading or overloading.
The district Urban Management Bureau’s existing fleet includes several China III and China IV sludge transporters nearing their mandatory scrappage age. Per the ‘Suzhou Municipal Policy on Subsidies for Early Retirement of Old Diesel Vehicles’ (based on publicly available information), early retirement of China III and older diesel vehicles between 2024 and 2025 qualifies for subsidies ranging from RMB 5,000 to 20,000. With these aging units being retired, there is an urgent need to replace them with new models compliant with the latest emission standards. Following market research, the Dongfeng D6 chassis (model reference: CLW5070GSSD6, same platform) was selected as the procurement base due to its proven reliability, low maintenance costs, and full regulatory certification.
