Interpretation of the Government Procurement Case and Acceptance Plan for the 24 m³ SINOTRUK Sludge Self-Dumping Truck in Bengbu
In municipal sanitation applications, sludge transport trucks are core equipment for wastewater treatment plants, river dredging operations, and sanitation departments. Recently, a municipal sanitation authority (located in East China, with a project budget capped at approximately RMB 513,000) publicly tendered for one sludge self-dumping truck featuring a SINOTRUK chassis and a 24 m³ capacity, intended for enclosed transportation of sludge from local wastewater treatment plants. Chengli Special Purpose Vehicle Co., Ltd. participated as one of the principal suppliers in technical solution coordination for this project. This article uses this case as a reference to break down the 10 critical inspection items during government procurement vehicle acceptance, methods for verifying MIIT (Ministry of Industry and Information Technology) parameters, and Chengli’s delivery process assurance—supporting procuring entities in achieving efficient and compliant acceptance.
I. Project Background and Procurement Requirements
The vehicle procured in this instance is a 24 m³ sludge self-dumping truck, equipped with a SINOTRUK chassis, requiring compliance with China VI emission standards, a fully enclosed cargo body, a hydraulic lifting system, and compatibility with local sludge treatment plant loading/unloading platforms. According to publicly released tender documents, the procuring entity explicitly specified the following requirements:
– Cargo body volume ≥ 24 m³; material: high-strength wear-resistant steel plate;
– Hydraulic system lifting angle ≥ 45°; adjustable unloading speed;
– Sealing performance must ensure zero leakage and zero dust emission;
– Both chassis and superstructure must be listed in the official MIIT Announcement, enabling nationwide registration and annual inspection.
Based on these requirements, Chengli Special Purpose Vehicle proposed a 24 m³ sludge self-dumping truck solution integrating a SINOTRUK chassis and Chengli-built superstructure, with an all-inclusive landed price of approximately RMB 479,000–547,000 (referenced against local procurement practices and Chengli’s product database).
II. Ten Mandatory Inspection Items Upon Vehicle Receipt
To ensure full compliance with contractual obligations and announced technical specifications, the following ten items must be verified individually during vehicle acceptance:
1. Chassis Model and VIN Code: Verify chassis brand and model (e.g., SINOTRUK HOWO series); confirm VIN code matches that on the Certificate of Conformity and invoice.
2. Engine Emission Standard: Inspect engine nameplate to verify China VI compliance; cross-check environmental compliance documentation provided with the vehicle.
3. Cargo Body Volume and Material: Measure internal dimensions (length × width × height) and calculate volume to confirm ≥ 24 m³; verify use of wear-resistant steel (e.g., Q450) and absence of weld cracks.
4. Hydraulic System Performance: Test lifting angle and lowering speed under both unloaded and fully loaded conditions; inspect hydraulic hose connections for leaks.
5. Sealing Assembly: Examine rear door sealing strips and locking mechanisms; simulate sludge loading to verify no leakage occurs.
6. Electrical System: Test functionality of lighting, steering, braking, and reversing camera systems.
7. Tire Specifications and Inflation Pressure: Confirm tire model (e.g., 12.00R20) and validate inflation pressure meets standard requirements.
8. Onboard Tools and Documentation: Check presence of spare tire, jack, warning triangle, Certificate of Conformity, warranty manual, and chassis operation manual.
9. Superstructure Announcement Consistency: Verify superstructure model (e.g., CLW5310ZWXZ6) matches MIIT Announcement parameters.
10. Overall Appearance and Paint Finish: Inspect paint integrity, markings, reflective tape application, and absence of
