When procuring sanitation vehicles through government procurement, announcement compliance is often one of the most challenging aspects for users. Especially for specialized vehicles such as sludge tipper trucks, even minor discrepancies in announced parameters can lead to failure in vehicle registration, inability to obtain local license plates, and complications during annual inspections or commercial operation. Today, based on a real-world case—the procurement of a 24 m³ Sinotruk-chassis sludge tipper truck by a municipal sanitation department in Langfang (hereinafter referred to as the 'Langfang Project')—we provide an in-depth analysis of the full announcement verification process and compare Chengli Special Purpose Vehicle Co., Ltd.’s compliant solution to help procurement entities avoid the 'fake announcement' trap.
I. Project Background: Procurement Requirements for Sludge Transport Vehicles in Langfang
The Langfang Project was initiated by a local municipal sanitation department, with a budget capped at approximately RMB 399,000 (based on publicly available tender information). The primary requirement was the procurement of a 24 m³ sludge tipper truck, intended for transporting sludge generated from urban wastewater treatment plants and pipeline desilting operations. Key specifications included a well-known chassis brand (Sinotruk), China VI emission standard compliance, complete official vehicle announcement documentation, and nationwide registration eligibility. At the initial bidding stage, suppliers were required to submit complete announcement parameters, chassis model numbers, and superstructure configuration lists.
During the tender process, some suppliers submitted low-cost proposals, but their announcement information was vague or inconsistent—for instance, mismatched announcement numbers and chassis models. Ultimately, Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli') won the bid at a unit price of approximately RMB 328,000 (based on publicly available tender information), delivering a sludge tipper truck with Sinotruk chassis, model CLW5250ZWXZ6. This vehicle is now operational at a wastewater treatment plant in Langfang, with customer feedback highlighting its excellent sealing performance, high unloading efficiency, and ease of routine maintenance.
II. Announcement Verification: The Essential 'Three-Step Process' in Government Procurement
In the Langfang Project, Chengli’s technical team assisted the procuring entity in completing a comprehensive announcement verification process to ensure full legal and regulatory compliance. The specific steps are as follows:
Step 1: Query the MIIT Announcement Directory
Log in to the official website of the Ministry of Industry and Information Technology (www.miit.gov.cn), navigate to the 'Announcement of Road Motor Vehicle Manufacturers and Products' section. Enter the vehicle model number (e.g., CLW5250ZWXZ6) or manufacturer name ('Chengli Special Purpose Vehicle Co., Ltd.') to retrieve complete announcement details—including overall dimensions, wheelbase, gross vehicle weight, curb weight, engine model, and emission standard.
Step 2: Verify Consistency Between Chassis and Superstructure
Pay particular attention to whether the chassis brand (e.g., Sinotruk ZZ1257N464GF1) matches the superstructure announcement (sludge tipper truck). Some 'fake announcement' vehicles use unauthorized chassis modifications, resulting in registration rejection. All Chengli models undergo integrated chassis-and-superstructure announcement filing, ensuring full parameter alignment.
Step 3: Confirm Nationwide Registration Eligibility
Review the 'Intended Use' and 'Emission Standard' fields in the official announcement. Vehicles meeting the China VI emission standard are eligible for registration nationwide; however, local requirements must also be verified (e.g., Beijing mandates compliance with the stricter 'Beijing VI' standard).
