Wet sludge features high moisture content, high viscosity, and strong corrosivity, imposing stringent requirements on vehicle sealing performance, corrosion resistance, and unloading efficiency. This article analyzes the procurement case of a 24 m³ Sinotruk-chassis sludge tipper truck by a municipal sanitation department in Yichang, focusing on Total Cost of Ownership (TCO), major repair intervals, and Chengli model depreciation characteristics — providing reference for similar procurement decisions. Case Background: Due to increased demand for external transport of sludge from urban wastewater treatment plants, a municipal sanitation department in Yichang planned to procure a batch of 24 m³ sludge tipper trucks. According to local procurement practices, the budget was capped at approximately RMB 400,000 per unit; the chassis was required to be Sinotruk-branded, the superstructure a sealed tipping tank, emissions compliance must meet China VI standards, and superior corrosion resistance was mandatory. Following an open tender process, Chengli Special Purpose Vehicle Co., Ltd. delivered five units of the 24 m³ Sinotruk-chassis sludge tipper trucks. These vehicles have been in operation for over 18 months, with positive feedback from the client. I. Project Requirements and Vehicle Selection Logic 1.1 Core Requirement Analysis The primary procurement requirements centered on three aspects: loading efficiency (24 m³ capacity meeting single-trip transport volume), sealing performance (preventing sewage leakage during transit to avoid secondary pollution), and corrosion resistance (acidic/alkaline components in sludge significantly impact tank service life). Additionally, considering Yichang’s hilly terrain, vehicle power output and hill-climbing capability were also key considerations. 1.2 Chassis Selection: Advantages of Sinotruk Chassis Sinotruk chassis holds a high market share in the tipper truck segment, offering robust load-bearing capacity and extensive nationwide after-sales service coverage — especially suitable for large-capacity tanks such as the 24 m³ variant. For this project, Chengli adopted a Sinotruk chassis (reference model CLW5250ZWXZ6), equipped with a China VI-compliant engine delivering ~270 horsepower, paired with a Fast Gear transmission and a well-optimized rear axle ratio — balancing fuel economy for both urban roads and short-haul transport. 1.3 Superstructure Design: Chengli’s Customized Solution Chengli fabricated the tank using high-strength wear-resistant steel plates, applied internal anti-corrosion coating, and ensured minimum tank wall thickness ≥ 6 mm — effectively countering sludge-induced corrosion. Hydraulic tipping was adopted for unloading, complemented by a sealed rear cover and anti-drip devices to ensure residue-free, leak-proof discharge. Based on publicly available tender documentation, this model possesses complete official type-approval certification, enabling normal registration, annual inspection, and commercial operation nationwide. II. Total Cost of Ownership (TCO) Analysis: 5-Year / 8-Year / 10-Year Cycles In government procurement, TCO (Total Cost of Ownership) serves as a key economic evaluation metric, encompassing purchase cost, fuel expenses, maintenance & repair costs, labor costs, depreciation, etc. Below is a simulated TCO analysis for the Chengli-Sinotruk 24 m³ sludge tipper truck, based on actual operational data from the Yichang project, across 5-, 8-, and 10-year cycles.
