In July 2025, a municipal sanitation department in Suzhou (hereinafter referred to as 'the client') experienced a sharp increase in sludge transportation demand from local wastewater treatment plants. Its existing fleet of five outdated 8-m³ tipper trucks—complying with China III emission standards—could no longer meet daily collection requirements and faced driving restrictions due to outdated emissions compliance. Mr. Li, the department’s head supervisor, proposed an urgent procurement of three 24-m³ Sinotruk-based sludge tipper trucks, with a total budget capped at approximately RMB 2.216 million (based on publicly available tender information).
