In Southwest China—particularly in Chengdu and surrounding areas—municipal sanitation departments’ demand for sludge transport vehicles is growing steadily. Due to the region’s hot, humid climate, frequent rainy seasons, and exposure to highly corrosive media during sludge transportation, stringent requirements are imposed on vehicle chassis anti-corrosion coatings, sealant durability, and stability under high-load operation. This article analyzes a government procurement project for 24 m³ sludge tipper trucks launched by a municipal sanitation department in Chengdu (hereinafter referred to as “the Municipal Sanitation Department” for confidentiality purposes), interpreting its adoption of the “Framework Agreement” procurement model and examining how Chengli Special Purpose Vehicle Co., Ltd. (“Chengli”) demonstrated competitive advantages throughout the supplier shortlisting process and subsequent order-triggering mechanisms.
I. Background of Framework Agreement Procurement: Why Adopt the “Framework Agreement” Model?
The Municipal Sanitation Department routinely clears and transports dewatered sludge generated by wastewater treatment plants. Its annual transport volume is substantial, and operational schedules are irregular. Traditional one-time tendering procurement models often suffer from long lead times and low flexibility, making them ill-suited to handle urgent or unscheduled removal requirements. To address this, the department opted for a “Framework Agreement” government procurement model.
The core logic of this model is as follows: First, qualified suppliers are selected via open tendering, and a “framework agreement” is signed with them, specifying unit prices, technical standards, service terms, etc. Thereafter, during the agreement’s validity period, vehicles are ordered and delivered in batches according to actual operational needs—enabling “demand-driven procurement and phased delivery.” This model is especially suitable for projects involving uncertain volumes but requiring long-term, stable supply.
II. Shortlisting Process: How Did Chengli Pass Qualification and Technical Review?
According to publicly released tender information, the shortlisting process comprised two stages: qualification review and technical proposal evaluation.
1. Qualification Review Stage: Bidders were required to hold specialized vehicle manufacturing licenses, inclusion in the national vehicle announcement directory (e.g., CLW5250ZWXHDL-type sludge tipper truck, referencing Chengli’s official announcement database), and at least three years of documented performance on similar projects. Leveraging its experience serving over 500 municipal sanitation units (e.g., 10 units of 5 m³ water-sprinkling trucks for Henan Sanitation Bureau; 2 units of compression garbage trucks for Zhejiang Property Management Company), along with its full lineup of China VI-compliant chassis (covering Sinotruk, Dongfeng, and other brands), Chengli successfully passed the qualification review.
