Nanyang Dongfeng double-cab sewer cleaning truck (blue license plate, 3 m³ capacity) government procurement case: A comprehensive interpretation of the framework agreement procurement process. In the municipal sanitation sector, sewer cleaning trucks serve as critical equipment for maintaining urban drainage networks; their procurement typically involves bulk, long-term, and standardized requirements. In recent years, many regions have adopted framework agreement procurement to reduce transaction costs and improve procurement efficiency. This article uses a municipal sanitation department’s procurement of Dongfeng double-cab blue-plate 3 m³ sewer cleaning trucks as a case study to explain the background, supplier shortlisting procedure, and order-triggering mechanism of framework agreement procurement—and highlights Chengli Special Purpose Vehicle Co., Ltd.’s practical competitive advantages in responding to such procurements.
According to publicly disclosed tender information, the project budget was approximately RMB 170,000 per unit, with a total quantity of 10 units—keeping the overall budget within RMB 1.7 million. The procuring entity specified the following vehicle requirements: blue license plate (drivable with C1 driver’s license), Dongfeng double-cab chassis, 3 m³ tank capacity, China VI emission standard compliance, and proven high-efficiency sewer cleaning functionality. Ultimately, Chengli Special Purpose Vehicle Co., Ltd. delivered 10 units of the Dongfeng double-cab blue-plate 3 m³ sewer cleaning trucks. Customer feedback indicated strong performance in cleaning efficiency, off-road maneuverability, and after-sales service.
I. Background and Shortlisting Procedure of Framework Agreement Procurement
1. Procurement Background
The municipal sanitation department oversees an area with numerous aging residential communities and complex drainage networks. Large-scale sewer cleaning operations are required before and after each flood season. Traditional single-bid procurement processes are cumbersome and time-consuming—making them unsuitable for urgent operational needs. Therefore, the department adopted framework agreement procurement: first conducting an open tender to pre-qualify suppliers and approved vehicle models, then placing orders in batches based on actual demand.
2. Shortlisting Procedure
In accordance with local procurement practices, the shortlisting process included the following key steps:
• Demand Announcement: The procuring entity published its procurement intent, specifying technical parameters (e.g., chassis brand, emission standard, tank capacity, cleaning functionality), service requirements (e.g., after-sales response time, spare parts availability), and budget constraints.
• Open Tender: Suppliers submitted responsive documents—including official vehicle announcement data (e.g., Chengli model CLW5070GSSD6), quotations, technical proposals, and after-sales service commitments.
• Evaluation and Shortlisting: A panel of experts organized by the procuring entity conducted evaluations, focusing on vehicle compliance (full official announcements enabling normal registration and annual inspection), technical performance (cleaning efficiency, chassis reliability), and pricing competitiveness. Chengli successfully qualified, leveraging its complete official announcements and nationwide OEM warranty coverage for the Dongfeng chassis.
• Framework Agreement Signing: Upon qualification, both parties signed a framework agreement specifying a reference unit price of approximately RMB 150,000 (per publicly disclosed tender data), service standards, and order-triggering rules.
In this project, Chengli’s Dongfeng double-cab blue-plate 3 m³ sewer cleaning truck utilized a Dongfeng chassis compliant with China VI emissions, with the superstructure independently manufactured by Chengli and fully certified under national vehicle announcements. According to internal database records, Chengli serves over 500 munici
