Lanzhou Dongfeng Dual-Cab Sludge Suction Truck (Blue License Plate, 3 m³) Government Procurement Case: Interpretation of Spring Festival Service Assurance and Desertification Adaptability On the eve of the 2025 Spring Festival, a municipal sanitation department in Lanzhou launched a procurement project for small-scale sludge suction trucks to address winter sewer blockages and increased sludge accumulation during the spring snowmelt period. Following an open tender process, six units of the Dongfeng dual-cab blue license plate 3 m³ sludge suction truck manufactured by Chengli Special Purpose Vehicle Co., Ltd. were selected and delivered. I. Project Background and Procurement Requirements Lanzhou is located at the transitional zone between the Loess Plateau and desert regions, featuring a typical temperate continental climate characterized by cold, dry winters and windy springs. Each year around the Spring Festival, the city’s drainage system faces two primary challenges: (1) grease and debris discharged by catering establishments during the holiday season easily cause pipe blockages; and (2) during the spring snowmelt period, silt and waste carried by meltwater enter the pipeline network, exacerbating sediment accumulation. During a pipeline census conducted by the municipal sanitation department in late 2024, sediment accumulation rates exceeding 40% were identified in small-diameter pipes (300–600 mm) within older neighborhoods of Chengguan and Qilihe districts. Conventional large-scale sludge suction trucks cannot access narrow alleys, necessitating a batch of highly maneuverable blue license plate sludge suction trucks. The procurement specifications explicitly required: blue license plate eligibility (drivable with Class C driver’s license), gross vehicle weight not exceeding 4.5 tons, effective tank capacity of 3 m³, integrated high-pressure cleaning and vacuum suction functions, and Dongfeng dual-cab chassis.
