Jiujiang Dongfeng D6 Blue License Plate Sewage Treatment Vehicle Government Procurement Case: Joint Procurement Plan and Bid Award Interpretation. As environmental governance becomes increasingly refined, the 'last mile' of urban sewage treatment—especially sewage collection and transfer in old residential communities, urban-rural fringe areas, and townships—has become a key challenge for municipal sanitation departments. To address this issue, multiple district- and county-level sanitation departments in Jiujiang (hereinafter referred to as 'a certain municipal sanitation department') jointly launched a special procurement initiative for blue license plate sewage treatment vehicles. This article uses this joint procurement as a case study to comprehensively explain the entire process—from technical standard formulation and centralized tendering to bulk supply by Chengli Special Purpose Vehicle Co., Ltd.—providing a reference for similar procurement projects. I. Background of Multi-District/County Joint Procurement: Pain Points and Requirements Located in the middle and lower reaches of the Yangtze River, Jiujiang boasts an extensive water system; however, aging and incomplete sewage pipelines in some old urban districts and townships result in direct discharge of domestic and catering wastewater into rivers. Traditional vacuum suction trucks (e.g., 3-cubic-meter models) can handle septic tanks but demonstrate low efficiency and frequent clogging when treating complex wastewater containing oil and solids.
