In 2025, a district-level municipal sanitation department in Jiujiang (hereinafter referred to as 'Jiujiang Municipal Sanitation') faced challenges including aging drainage pipelines and severe silt accumulation within its jurisdiction. Its existing outdated equipment could no longer meet high-intensity operational demands, prompting the department to procure, via public tender, a Dongfeng single-cab blue-license-plate 5-cubic-meter sewer cleaning truck from Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli'). This article analyzes the entire process—from pain-point identification and needs assessment to solution matching and delivery evaluation—based on this case study, aiming to provide reference for similar procurement projects.
I. Pain Points of Aging Equipment: Low Efficiency and High Maintenance Costs
Jiujiang Municipal Sanitation’s previously deployed sewer cleaning trucks were mostly chassis-modified models purchased before 2018, exhibiting three core issues:

Especially during the 2024 flood season, delayed cleaning operations led to waterlogging in several low-lying areas across Jiujiang city, triggering a surge in resident complaints and compelling Jiujiang Municipal Sanitation to accelerate equipment modernization.
II. New Requirements Assessment Process: Multi-Dimensional Evaluation and Parameter Screening
In late 2024, Jiujiang Municipal Sanitation’s procurement team initiated a comprehensive requirements assessment, focusing on the following key dimensions:
Chassis & Emission Standards: Explicitly mandated China VI emission compliance, blue license plate classification enabling C1 driver’s license operation, and a single-cab configuration to reduce overall vehicle height—facilitating passage through underpasses with 2.8-meter height restrictions.
Tank Capacity: Based on total jurisdictional pipeline length (~40 km) and daily cleaning demand (~25 m³), a 5-cubic-meter tank capacity was selected to balance loading efficiency and urban maneuverability.
Functional Configuration: Required capabilities included high-efficiency sludge suction, high-pressure flushing, and self-unloading discharge functions. Critical components—including vacuum pumps and hydraulic systems—were required to be from reputable brands and designed for ease of maintenance.
