In 2025, a municipal sanitation department in Yueyang City, Hunan Province, planned to procure a batch of Dongfeng single-cab sewer cleaning trucks for rainwater pipeline, manhole, and river channel cleaning operations. Considering the continuity and flexibility of procurement needs, the department adopted a framework agreement procurement model. Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli') was selected as one of the shortlisted suppliers and successfully delivered the first batch of 8 Dongfeng single-cab sewer cleaning trucks (blue license plate, 5 m³ capacity). This article analyzes the case from four perspectives—framework agreement procurement background, shortlisting procedures, order triggering mechanism, and Chengli’s competitive advantages—supported by real procurement data. I. Project Background and Framework Agreement Procurement Model As a key city on the shores of Dongting Lake, Yueyang faces significant drainage pressure during the annual rainy season. In its procurement plan submitted at the beginning of 2025, the municipal sanitation department explicitly specified the need for a batch of 5 m³ sewer cleaning trucks (blue license plate) for underground pipeline, drainage ditch, and pump station forebay cleaning operations. According to local procurement practices, the project budgeted unit price was capped at approximately RMB 138,000, with a total budget of about RMB 1,106,000 (based on publicly available tender information). Unlike traditional single-project tenders, this procurement adopted a framework agreement model—suitable for scenarios where procurement requirements are uncertain and execution must occur in batches. The procuring entity first conducts an open solicitation to identify multiple qualified suppliers for inclusion in the framework; thereafter, orders are placed directly based on actual needs within the agreement period. This model reduces repetitive tendering efforts and improves procurement efficiency—particularly advantageous for routine updates of sanitation equipment. II. Shortlisting Procedure and Technical Requirements The framework agreement shortlisting process comprises three stages: pre-qualification review, technical evaluation, and commercial evaluation. During the pre-qualification stage, suppliers were required to hold official MIIT (Ministry of Industry and Information Technology) vehicle announcements, ISO 9001 quality management system certification, and documented supply performance of no fewer than three similar projects within the past three years. Leveraging its extensive government procurement experience—including service to over 500 municipal sanitation authorities—Chengli smoothly passed the pre-qualification review. In the technical evaluation stage, the procuring entity specified detailed technical parameters for the sewer cleaning trucks: chassis equipped with Dongfeng single-cab cab; engine compliant with China VI emission standards; tank effective volume of 5 m³; and standard configuration including high-pressure cleaning system, suction pump, and hydraulic lifting device. Chengli’s offered model CLW5070GSSD6 (as listed in the official MIIT announcement) fully met all technical specifications. Its tank was fabricated from premium-grade carbon steel plates, delivering excellent corrosion resistance.
