With the continuous intensification of national efforts to control atmospheric pollution, the China VI emission standard has been fully implemented nationwide. As of July 1, 2023, all light-duty vehicles produced, imported, sold, or registered for license plates must comply with the China VIb emission standard. This policy has directly accelerated municipal sanitation departments across the country in replacing aging vehicles—especially specialized vehicles such as sewer cleaning trucks. As a key city in the Central Plains Economic Zone, Nanyang’s municipal sanitation department launched a new round of sanitation equipment procurement in 2024, focusing on sewer cleaning operations for urban drainage networks. The procurement target was Dongfeng single-cab sewer cleaning trucks, requiring blue license plate models with a 5-cubic-meter tank capacity and full compliance with the China VI emission standard.
According to publicly released tender information, the total procurement budget was capped at approximately RMB 342,000, with plans to acquire two sewer cleaning trucks at an estimated unit price of around RMB 150,000 each. II. Timeline for Phasing Out Older Vehicles and Procurement Urgency
Pursuant to the ‘Notice on Issuing National Pollutant Emission Standards’ and related local policies, multiple cities across China have explicitly mandated the phase-out of sanitation vehicles meeting China III or lower emission standards. In 2023, Nanyang issued a subsidy program for scrapping older vehicles, requiring the near-complete elimination of China III diesel-powered sanitation vehicles by the end of 2025. This places many municipal units under dual pressure: retiring outdated fleets while urgently deploying replacements.
Key milestones are as follows:
• July 1, 2023: Nationwide full implementation of the China VIb emission standard; sales of new China V vehicles ceased.
• 2024–2025: Numerous regions introduced scrappage subsidy programs for China III and earlier vehicles, offering subsidies of approximately RMB 10,000–30,000 per vehicle (based on regional subsidy standards).
• 2026: China IV vehicles are expected to face driving restrictions or mandatory phase-out requirements in certain regions.
Against this backdrop, a municipal sanitation department in Nanyang opted to procure Dongfeng single-cab sewer cleaning trucks in 2024—not only to meet immediate operational needs but also to proactively comply with future regulatory constraints and avoid service disruptions caused by non-compliant emissions.
