Case Study and Bid-Winning Solution Analysis: Weihai’s Procurement of Dongfeng Single-Cab, Blue License Plate, 5 m³ Sewer Cleaning Trucks In spring 2024, municipal sanitation departments across three districts/counties under Weihai City (hereinafter collectively referred to as “a certain municipal sanitation department”) confronted severe challenges in sewer cleaning operations, stemming from aging equipment and low operational efficiency. According to publicly released tender information, the department planned to centrally procure a batch of blue license plate, 5 m³ sewer cleaning trucks to improve maintenance capabilities for urban and rural drainage systems. Following multiple rounds of field research and technical feasibility assessments, Chengli’s Dongfeng single-cab chassis-based, 5 m³ sewer cleaning truck was selected as the principal model, with 12 units delivered under a centralized tender process. This article analyzes this representative case from the perspectives of joint procurement background, technical specifications, tender procedures, and Chengli’s supply advantages. I.
