Case Study and Bid-Winning Solution Analysis of Xi’an Municipal Government Procurement of Dongfeng Single-Cab, Blue License Plate, 5-Cubic-Meter Sewer Cleaning Trucks In Northwest China—particularly in Xi’an and surrounding cities—sewer cleaning operations face unique challenges: frequent sandstorms, high sand content in soil, easy blockage and severe wear of drainage pipes. Recently, a municipal sanitation department (hereinafter referred to as “the Department”) launched a procurement initiative targeting maintenance of urban drainage networks, planning to acquire a batch of blue license plate, 5-cubic-meter sewer cleaning trucks.
