According to the tender information, approximately five units of Dongfeng single-cab chassis-based sludge suction trucks with a 5-cubic-meter tank capacity were planned for procurement, with a total budget capped at approximately RMB 393,000 (i.e., ~RMB 70,000 per unit). The Procuring Entity explicitly required compliance with China VI emission standards and operational adaptability to Beijing’s winter conditions—low temperatures and frequent sandstorms.

II. Chengli Technical Response Proposal
Chengli Special Purpose Vehicle Co., Ltd. (hereinafter referred to as 'Chengli') developed a detailed technical response proposal targeting the tender requirements, based on its MIIT-certified model CLW5070GSSD6 (Dongfeng single-cab chassis, 5 m³ capacity). This model features an OEM Dongfeng single-cab cab, wheelbase of 3,308 mm, a China VI-compliant diesel engine delivering rated power of 70 kW—fully meeting Beijing’s emission regulations.
For freeze-resistant starting, Chengli’s solution incorporates a -35°C low-temperature battery and an engine intake preheater (glow plug), ensuring ≥95% one-time cold-start success rate at -20°C. The hydraulic system uses imported low-temperature hydraulic oil (pour point: -40°C), with all hydraulic line fittings sealed using cold-resistant rubber components to prevent brittleness and cracking. Additionally, electric heating tapes are installed on upper-body components (tank, pump, valves) to maintain hydraulic oil fluidity at -15°C.
Regarding the winter maintenance plan, Chengli provides a detailed guideline: antifreeze (ethylene glycol-based, freezing point: -35°C) should be replaced every 500 operating hours; hydraulic oil every 1,000 hours; and a full winter inspection must be completed by October each year. Chengli also guarantees 24/7 emergency response support, with local Beijing after-sales technicians committed to on-site arrival within two hours during winter months.
According to Chengli’s internal knowledge base, the official parameters for model CLW5070GSSD6 indicate: effective tank volume of 5.0 m³; sludge suction cycle time ≤25 seconds; maximum suction depth of 4.5 meters; and kerb weight of 3.8 tons—all fully compliant with tender requirements.
III. Commercial Quotation Strategy
